발간사
2014년은 경상도 개도 700년을 맞는 역사적인 해입니다. 또한 경상북도의 새로운 성장을 견인할 신(新)도청 시대가 개막되는 해이기도 합니다. 1910년 대구 중구 포정동(현재 대구 경상감영공원 자리)에 처음 들어선 청사를 산격동에서, 다시 안동․예천으로 옮기기까지 경북은 격동의 순간, 순간들 속에서 앞으로, 앞으로 달려왔습니다.
경상북도 청사 이전은 1981년 대구시가 직할시로 승격돼 분리된 이후 경북의 관할구역과 청사 소재지가 일치하지 않은 문제점 때문에 끊임없이 논의됐던 화두였습니다. 1991년 지방자치제 부활과 함께 청사이전 문제가 공론화됐고, 2006년 대구시가 분리된 지 27년 만인 2008년 6월 마침내 청사 이전예정지를 안동·예천으로 결정하고, 33년 만에 이전하게 됩니다. 이와 함께 경상북도교육청과 경상북도지방경철청 등 산하 각급 행정기관이 옮겨가고, 2027년까지 10만 명이 살게 될 경북도청 이전 신도시가 건설됩니다.
무엇보다 경상북도 청사 이전은 단순한 소재지 변경이 아닌 도정의 구심점과 상징성 확보, 지역정체성 제고를 비롯해 생산유발 21조1천799억원, 부가가치유발 7조7천768억원, 고용유발 13만6천명 등의 경제적 효과를 불러일으킬 경북 발전의 변곡점이기도 합니다. 이는 새로운 천년도읍을 건설하는 역사(歷史)적인 사업이자, 개도 700년의 웅대한 역사와 문화, 혼이 옮겨가는 대(大) 역사(役事)입니다.
무릇 기록이라는 것은 역사를 구성하는 가장 기본적인 요소이며, 새로운 도약을 위한 작업입니다. 300만 도민 모두 새로운 도읍지에서 웅도(雄都) 경북의 영광을 재현하고자 하는 기대감에 가득 차 있는 이 시점에서 화보집을 발간한 것은 특별한 의미가 있습니다. 과거의 추억을 되살리기 위한 것이 아니라, 보다 나은 내일을 설계하고, 발전적인 의지를 모으는데 화보집 발간 취지가 있습니다.
모쪼록 이번 화보집을 통해 경북의 지난 700년을 되돌아보면서 앞으로 다가올 새로운 천년의 각오를 함께하기를 바랍니다.

❑ 들어가며…
이 화보집에는 경상북도 청사 이전을 앞두고 1910년대부터 현재에 이르기까지 청사의 변화와 발전상을 상징적으로 표현한 사진 100여점이 수록되어 있습니다. 화보집을 한 장 한 장 넘기다보면 어느덧 ‘경북’이라는 자랑스러운 역사 속으로 빠져들어 벅찬 자긍심과 희열을 느끼게 될 것입니다.
❑ 100여 년 전 우리의 첫 둥지(옛 경북도청)
1314년 고려 충숙왕 원년에 ‘경상도’란 이름이 생겼고, 1601년 대구 도심에 경상감영이 설치됐습니다. 이후 1986년 13도제 실시로 ‘경상북도’로 변경됐고, 1910년 대구 중구 포정동(현재 대구 경상감영공원 자리)에 청사가 지어졌습니다. 이곳은 1966년 대구 북구 산격동으로 옮기기 전까지 도민들을 품어주었던 따뜻한 첫 둥지였습니다.

❑ 새로운 천년 도읍의 건설(안동 신청사)
영남의 길지, 검무산 아래 자리 잡은 신청사는 지하 2층, 지상 7층 규모로 건립되며, 24만5천㎡ 부지 중앙에 본 청사가, 좌우로 의회청사와 2개 동의 주민복지관이 들어섭니다. 겉은 경북의 상징적인 문화와 전통을 반영하면서 속은 최첨단·친환경 등 현대적 알맹이로 가득 차있습니다. 도민들이 화합하고 지역이 동반성장할 수 있는 명품 공간, 신청사에서 시작될 경북의 비상(飛上)을 기대합니다. |

Preface
The year 2014 is the historic 700th anniversary of the establishment of the Gyeongsang Province. It is also the beginning of the era of the new provincial government office building, which will lead the growth of Gyeongsangbuk-do. Since first being established in Pojeong-dong, Jung-gu, Daegu in 1910 (currently Gyeongsang Gamnyeong Park), the office has relocated to Sangyeok-dong and to Andong/Yecheon. During this period, Gyeongsangbuk-do has moved forward in the eras of tumult and radical transformation.
The relocation of the provincial government office has long been the topic of discussion since the promotion of Daegu to a municipality, which created the disparity in location of the office with its jurisdiction. With restoration of the local government system in 1991, the relocation has been subject to public discussion. It was finally determined in
June 2008, which is 27 years after promotion of Daegu to its own municipality, that the office will be relocated to Andong/Yecheon 33 years after the office has moved to its current location. Various subsidiary administrative organizations such as the Gyeongsangbuk-do Office of Education and the Gyeongbuk Provincial Police Agency will also relocate, and a new city housing these organizations will be developed by 2027 to accommodate a population of 100,000 citizens.
The relocation is more than simple geographical movement. It is a symbolic movement that will help the office to act as the focal point of the provincial government and to enhance the regional identity, and it will also spur the development of Gyeongsangbuk-do by induced production of 21,179,900 million won, induced added value of 7,776,800 million won, and induced employment for 136,000 workers. This project is a historic event to create a new capital for the next millenium, and also a grand landmark in relocation of 700 years of history and culture since the creation of the province.
Recording is the most fundamental element of history, and is required for leaping forward. It is meaningful to issue an album at this point in time when 3 million citizens of Gyeongsangbuk-do are looking forward to reenacting the glory of Gyeongsangbuk-do at its new capital. The purpose of the album is not to reminisce about the past but to plan a better future and to garner constructive ideas.
I hope that you may join us in looking back at the 700 years of Gyeongsangbuk-do through this album and prepare for the next millenium.

This album contains about 100 photos that are representative of the changes of the provincial government office from 1910 to present. Looking through each of the photos, one will be immersed into the proud history of Gyeongsangbuk-do and experience the pride and joy of being a citizen of Gyeongsangbuk-do.
❑ First site of the provincial government office 100 years ago (past Gyeongsangbuk-do provincial government office)
The word “Gyeongsang-do” was first coined in 1314 in the first year of King Chungsuk of the Goryeo dynasty, and Gyeongsang Gamnyeong (old provincial government office) was installed in Daegu in 1601. The province was changed to Gyeongsangbuk-do with the introduction of 13-province system in 1986, and the provincial government office was built in Pojeong-dong, Jung-gu, Daegu (currently Gyeongsang Gamnyeong Park). This site was the first home for looking after the citizens of the province until the office was relocated to Sangyeok-dong, Daegu in 1966.

The provincial government office building has been next to the citizens for about half a century since settling in its home at Sangyeok-dong, Buk-gu, Daegu in 1966. Although the office building is being relocated, it will always be remembered that the building has been an important part of the history of the province and its people, experiencing their joy and sorrow together.

❑ Building the province capital for the next millenium (new office building in Andong)
The new provincial government office building will be located under the
Geommu mountain, with 2 stories underground and 7 stories above the ground. The main office will be positioned in the middle of the 245,000 ㎡ site, with the congress building and two welfare centers to the sides. The exterior of the building will symbolize the culture and tradition of Gyeongsangbuk-do, and the interior will consist of modern and environment-friendly technology. We will be looking forward to the ascent of Gyeongsangbuk-do at the new office building as it serves to harmonize province citizens and help mutual growth of the region. |
