‘3+3’전략 추진, 새마을세계화 10년 계기 터닝 포인트 마련
경상북도가 4월 22일 새마을운동 45주년과 ‘새마을의 날’ 국가기념일 지정 5주년을 맞아 새마을세계화 확산모델로 ‘3+3’전략을 발표했다.
그동안 시범사업의 성격으로 추진해 왔던 새마을운동세계화 사업을 앞으로는 글로벌 확산체계로 전환시키겠다는 계획이다.
김관용 경북도지사는 이날 도청 프레스센터에서 “이번 대구·경북 세계물포럼에 참가한 각국의 정상들이 앞 다퉈 새마을운동 보급을 요청해 왔고, 국제기구 수장들도 새마을운동을 공적원조 프로그램으로 도입하자고 잇따라 제안해 왔다”면서 “이제 새마을세계화 사업은 개척의 단계를 넘어 확산의 단계로 대전환해야 할 때”라고 말했다.
그러면서 그는 “그동안 경북도가 배출한 국외 새마을지도자만 해도 84개국에 3,466명에 달한다. 아시아·아프리카의 10개국에 조성한 28개의 새마을 시범마을에서는 기적과 같은 성과들이 나타나고 있다”며 “이러한 성과를 바탕으로 국제사회의 요구에 적극적으로 부흥해 나가야 한다”고 강조했다.
이날 경북도가 제시한 새마을세계화 확산모델은 크게 3+3전략으로 요약된다. ▲새마을세계화 통합협의체 구성, ▲새마을세계화 기금 확대, ▲새마을학(學) 확산체계 구축 등 3대 추진체계 강화전략을 전개해 나간다.
아울러 ▲1대륙 1새마을운동 핵심센터 설치, ▲새마을운동 국제연맹 설립, ▲세계 새마을운동 大賞 시상 등 3대 글로벌 확산프로젝트를 추진해 나가겠다는 것이다.
도는 우선, 새마을운동에 대한 국제사회의 급증하는 요청을 수용하기 위해 추진체계 강화에 나선다. 새마을세계화 통합협의체 구성이 그 첫 번째 전략이다.
그동안의 경북도와 새마을단체, KOICA 등 공공부문 주도에서 벗어나 앞으로는 공기업과 민간 기업까지 총망라하는 민관합동의 추진체계로 대전환한다.
또 새마을세계화재단에 설치된 기금을 현재 91억원에서 2020년까지 300억원 이상으로 키울 계획이다. 이를 위해 사회공헌 차원의 기업 기부를 적극적으로 유치해 나갈 방침이다.
이와 함께 새마을운동을 국제적인 보편적 학문으로 발전시키는 작업도 본격화한다. 세계기록유산으로 등재된 새마을자료의 외국어 번역작업을 대대적으로 전개하고, 온라인 ‘새마을연구소’를 구축해 국제기구와 네트워크화한다.
이를 통해 새마을과 관련된 학술자료를 전 세계로 확산시켜 나갈 예정이다. 새마을과 관련된 국제학술대회와 포럼도 확대한다. 이렇게 해서 강화된 추진체계를 바탕으로, 글로벌 확산을 위한 3대 프로젝트를 추진해 나간다.
첫 번째 프로젝트는 새마을세계화 사업의 현지성을 강화하고, 전진기지 역할을 수행할 ‘1대륙 1핵심센터’를 설립하겠다는 것이다.
아프리카에는 아프리카연합(AU) 본부가 있는 에티오피아 ‘아디스 아바바’에, 남미는 니카라과의 ‘마나과’에, 동남아시아는 인도네시아아의 ‘족자카르타주’에 설립하기로 하고, 이미 해당 국가 및 KOICA 등과 협의절차에 들어갔다.
대륙별 핵심센터가 들어서면 새마을지도자 양성, 새마을운동 교육, 사후관리 및 평가 등의 기능을 담당하는 것은 물론, 역내 국가 간 협력사항 등을 총괄한다.
두 번째 프로젝트는 ‘새마을 국제연맹’창설이다. 현재 새마을운동이 보급된 나라만 해도 84개국이나 되므로, 이들 나라들을 묶는 국제기구 설립이 시급하다는 판단에서다.
비정부 국제기구로 설립해 정부는 물론, 민간, 학계 등이 참여할 수 있도록 한다는 계획이다. 궁극적으로 이를 UN의 전문 기구로 격상시켜 나간다.
세 번째는 ‘세계 새마을운동 대상’신설이다. 국내외적으로 새마을지도자, 새마을단체 등을 발굴해 정기적으로 시상한다. 권위에 걸 맞는 시상금도 주어진다. 이를 통해 새마을운동의 국제적 명성과 권위를 높여나간다는 방침이다.
김 지사는 “대한민국은 새마을운동을 통해 세계에서 유일하게 원조 받던 나라에서 원조를 하는 나라가 됐다”며 “이러한 가난극복의 경험을 인류와 공유하는 것은 새마을운동을 시작하고 지켜 온 경북의 당연한 책무다”고 말했다.
이어 “이는 곧 한류의 확산으로 연결되고, 결국은 비즈니스와 관광으로 우리에게 되돌아 온다”며 “앞으로 이러한 확산전략을 구체화하는데 박차를 가해 나갈 것”이라고 덧붙였다.

By pursuing a ‘3+3’ plan, the province hopes to provide a turning point for the globalization of Saemaul Undong, which is in its 10th year
North Gyeongsang Province announced its ‘3+3’ plan on April 22nd as a way to globalize the Saemaul Undong, in celebration of the 45th anniversary of the Saemaul Undong and the 5th anniversary of ‘Saemauleui Nal’ becoming a national holiday.
While it has been mostly a demonstration project, the province plans on turning the Saemaul Undong Globalization Project into a global expansion project.
Mr. Kim Kwan-yong, the governor of North Gyeongsang Province, at the provincial government building’s press center, said that “At the World Water Forum, the leaders of countries from all over the world requested that we supply them with Saemaul Undong, and the leaders of international organizations also suggested that Saemaul Undong be used as official assistance program,” and that “The Saemaul Undong globalization project needs to go from the stage of development to the stage of expansion.”
He also said that, “North Gyeongsang Province produced 3,466 Saemaul leaders in 84 countries. Miracles are happening in 28 Saemaul demonstration villages in 10 Asian and African countries. Based on these successes, the province needs to respond to the demands of the international society actively.”
The Saemaul Undong globalization expansion model can be summarized as the 3+3 plan. There will be three plans to strengthen the structure of globalization: set up a comprehensive consultation body for Saemaul Undong globalization, expand the funds for Saemaul Undong globalization, and set up an expansion structure for the study of Saemaul Undong.
In addition, the province will also pursue three global expansion project, which will comprise of establishing 1 Saemaul Undong main center per continent, setting up an international association for Saemaul Undong, and awarding a grand prize for the world Saemaul Undong.
North Gyeongsang Province will start out by strengthening the structure of program in order to meet the demands of the international society. Setting up a comprehensive consultation body for the Saemaul Undong globalization is its first strategy.
While it has been limited to public entities, such as North Gyeongsang Province, Saemaul Undong Organization, and KOICA, it will be expanded to include public and private enterprises, making it a comprehensive public-private partnership.
In addition, it plans to increase the size of its funds from 9.1 billion Korean won to 30 billion Korean won by 2020. In order to make this happen, it will solicit contributions from private enterprises as a form of social contribution.
The process of making Saemaul Undong an international academic discipline will also be bolstered. The translation of Saemaul documents, which are listed as Memory of the World, into foreign languages will be expanded, and an online ‘Saemaul Undong Lab’ will be set up to be networked with international organizations.
Through these efforts, the province plans to spread scholarly articles related to Saemaul Undong throughout the world. It will also broaden international conferences and forums on Saemaul Undong. Based on these efforts for a strengthened structure, it will proceed with its three projects for global expansion of Saemaul Undong.
The first project is to establish one main Saemaul Undong center per continent, which will help localize the Saemaul Undong project and act as an advanced base.
The centers will be built in Addis Ababa, Ethiopia, where there is the headquarters of the Africa Union. For Central and South America, it will be built in Managua, Nicaragua, and for Southeast Asia, in Djokjakrta, Indonesia. The countries and KOICA are already in talks.
When the main centers are built in each continent, it will be in charge of educating Saemaul Undong leaders, educating people on Saemaul Undong, follow-up management and assessment, and cooperation efforts among countries.
The second project is the establishment of an international association for Saemaul Undong. Saemaul Undong has already been distributed to 84 countries around the world, so it is imperative that an international organization that connects all these countries is established as soon as possible.
It will be set up as a NGO so that governments, as well as civilian and academic organizations can participate. Ultimately, it will be a specialized agency of the United Nations.
The third project is the establishment of a ‘World Saemaul Undong Grand Prize.’ Saemaul Undong leaders and organizations will be awarded both domestically and internationally. Monetary awards that match the authority of the award will also be given. Through the award, the province hopes to heighten the reputation and the authority of Saemaul Undong internationally.
Gov. Kim said that, “South Korea is the only country that transformed from a subsidized country into a subsidizing country, and it was through Saemaul Undong. Sharing the experiences of overcoming adversity is a natural responsibility of North Gyeongsang Province which saw the start and maintenance of Saemaeul Undong.”
He added that, “This will contribute to the expansion of hallyu, and we will reap the benefits through expanded opportunities in business and sightseeing. We will do our best in order to make these plans happen.”
