세계문화관광회의 지자체장 첫 공식초청…문화공동체 MOU, 국제협력 모델 제시
경상북도의 문화외교가 캄보디아에서 빛을 발했다.
경북도는 김관용 지사가 캄보디아에서 열린 UNWTO/UNESCO 세계문화관광회의에 지방정부 수장으로는 유일하게 공식 초청됐을 뿐 아니라 캄보디아와 문화공동체 MOU를 체결하는 등 문화교류의 새 모델을 제시했다.
지난 2월 4일과 5일 양일간 열린 세계문화관광회의는 세계 최대 관광분야 국제기구인 유엔세계관광기구(UNWTO)와 195개 회원국이 속해 있는 유네스코(UNESCO)가 처음으로 공동 주최한 행사다.
전 세계 99개 국가에서 문화·관광부 장차관을 포함한 2000여 명의 정책입안자, 분야별 전문가가 참석했다.
세계 각국의 대표들이 참석한 이 국제회의에 지방정부의 수장으로는 유일하게 김관용 경상북도지사가 공식 초청됐다.
‘새로운 동반자 관계의 모색(Build a new partnership)’이라는 이번 회의의 주제에 맞게 개최국 캄보디아 정부가 그동안 교류관계를 지속해 온 경북도를 공식 초청한 것이다. 지금까지 국제교류의 주체가 국가였지만 향후 지방정부나 국제기구 등이 교류의 주체로 나설 수 있다는 기대감을 높이는 부분이다.
김 지사는 개막식에서부터 각국 대표들과 동등하게 모든 일정을 소화했다. 특히 올 8월 열리는 경주실크로드 문화대축전을 세계 문화 관광 관계자들에게 홍보할 수 있는 기회도 가졌다.
또 회의 중에 캄보디아와 아시아문화공동체 네트워크 구축을 위한 양해각서도 체결했다. 경북도가 2006년 ‘앙코르-경주세계문화엑스포’ 개최 이후 구상해 온 아시아문화공동체 네트워크 구축의 첫 출발을 캄보디아에서 하게 된 것이다. 이번에 경북도와 캄보디아 간에 체결된 양해각서는 향후 국가와 지방정부간 국제교류협력의 새로운 모델을 제시했다는 점에서 의미가 있다.
캄보디아 훈센 총리는 각국 대표들이 보는 앞에서 김관용 지사와 포옹까지 하면서 친분관계를 드러내기도 했다.
훈센 총리는 4월 열리는 세계물포럼에는 참여하겠다는 의사를 표시했고, 경주실크로드 문화대축전에도 캄보디아 문화사절단이 참여하기로 했다.
또한, 유엔세계관광기구(UNWTO) 탈렙리파이 사무총장은 경주실크로드 문화대축전을 UNWTO 차원에서 적극적으로 지원하고 협조할 것을 약속했다.
UNWTO는 전 세계 160여개 회원국과 준회원국, 400여개 지부(민간단체·교육기관·관광협회·지역관광기관 등)가 가입돼 있어 경주실크로드 문화대축전이 전 세계적 행사로 거듭나는데 발판이 마련된 셈이다.
김관용 경북도지사는 “국가만이 국제교류관계의 주체로 활동하는 시대는 지났다. 지방정부도 자체적인 역량을 개발해 세계로 나가야 한다. 앞으로 경북도는 아시아문화공동체 네트워크 구축을 다 많은 아시아 국가들로 확산시켜 나갈 것”이라며 “나아가 현재 추진하고 있는 코리아 실크로드 프로젝트를 통해 실크로드 선상의 국가들과도 교류협력 관계를 확대해 나갈 것이다”고 강한 의지를 밝혔다.

First official invitation from the United Nations World Tourism Organization (UNWTO) as a head of a regional government – MOU signed, and international cooperation model was presented
Cultural diplomacy by the Gyeongsangbuk-do yielded fruitful results in Cambodia.
In the World Conference on Tourism and Culture by the United Nations World Tourism Organization (UNWTO) held in Cambodia, governor Kwan-yong Kim was the only head of a regional government to be invited. Also, he presented a new model for cultural exchange, including signing of a Memorandum of Understanding (MOU) with Cambodia to form a cultural community.
The World Conference on Tourism and Culture, which was held from February 4th through 5th, was co-hosted by the United Nations World Tourism Organization (UNWTO), the world’s largest tourism organization, and UNESCO, which has 195 member countries.
From 99 countries around the world, 2000 people attended the conference, including ministers and vice ministers of cultural and tourism ministries, policymakers, and experts of the field.
In this international conference attended by representatives around the globe, Gyeongsangbuk-do governor Kwan-yong Kim was the only head of a regional government to be officially invited.
In accordance with the theme of this year’s conference on “Building a new partnership”, Cambodia government officially invited Gyeongsangbuk-do, who has participated in exchange programs with Cambodia. Although the main bodies of international exchange have been national governments, the relationship between Cambodia and Gyeongsangbuk-do has heightened the expectation that regional governments and international organizations can be active in international exchange.
Governor Kim participated in the conference programs with other national representatives. Moreover, the conference was a good opportunity for him to publicize the Gyeongju Silk Road Grand Cultural Festival at Gyeongju this August to international culture and tourism officials.
Also during the conference, he signed an MOU for establishing an Asian cultural community network with Cambodia.
The Cambodian Prime Minister Hun Sen boasted friendship with Governor Kim by hugging him in front of the national representatives.
Prime Minister Hun Sen expressed his intention to attend the World Water Forum in April, and the Cambodian cultural delegates will be attending the Gyeongju Silk Road Grand Cultural Festival.
Also, UNWTO Secretary-General Taleb Rifai promised support for the Gyeongju Silk Road Grand Cultural Festival.
The UNWTO has 160 member and associate member countries, and 400 chapters (non-governmental organizations, educational institutions, tourism associations, and local tourism organizations). As such, support by the UNWTO will help the Gyeongju Silk Road Grand Cultural Festival become a world-renowned festival.
Governor Kwan-yong Kim said, “the age in which only the nations actively engage in international exchange is of the past. Regional governments must endeavor to reach out to the world. Gyeongsangbuk-do will continue to expand the Asian cultural community network to more countries.” He added, “through the Korean Silk Road Project, we will expand the extent of exchange and cooperation with countries along the Silk Road.”
