새마을을 통한 지속가능한 협력 방안 논의
경상북도가 에티오피아와의 새마을운동 및 지역개발 등 다양한 부문에 걸친 교류협력 방안을 모색한다.
이와 관련, 주낙영 경북도 행정부지사는 3일 오후 2시 30분 도청 행정부지사실에서 에티오피아 데메케 부총리와 심도 있는 얘기를 나눴다.
이번 데메케 메코넨 하센 부총리의 경북도 방문은 지난해 9월 김관용 지사의 에티오피아 방문 시 경북도와 에티오피아간 교류협력을 도모할 수 있는 방안에 대해 상호 협력하기로 논의한 결과로 이뤄졌다.
데메케 부총리는 “한국의 발전 상황이나 발전과정을 잘 알고 있고, 국민을 하나로 결집시키는 지도자의 역량 못지않게 새마을운동의 원천이 된 한국인의 창의성, 근면성, 협동심을 늘 부러워하고 있다”면서 “가능한 많은 에티오피아 공무원들로 하여금 한국을 배울 수 있는 기회를 갖게 해주고 싶다”고 요청했다.
이번 방문기간 동안 에티오피아 부총리 일행은 새마을운동에 대해 보다 깊이 이해하고 성공적인 사례를 공유하기 위해 새마을운동의 현장인 경북도 새마을회 및 역사관, 박정희 대통령 생가와 민족중흥관을 방문할 계획이다.
이곳에서 경북도, 새마을세계화재단, 경북도새마을회 등 유관기관의 관계자들과 에티오피아 새마을운동에 대해 의견을 나누며, 새마을운동이 에티오피아에서 지속적으로 이뤄질 수 있도록 적극적인 지원을 요청할 예정이다.
데메케 부총리는 “한국과 경북도의 발전된 모습을 돌아볼 수 있는 매우 소중한 시간들이었다”며 “에티오피아 사업이 보다 성공적으로 추진될 수 있도록 중앙 정부를 중심으로 새마을봉사단의 활동에 적극 지원토록 하겠다”는 의지를 표명했다.
주낙영 행정부지사는 “지난해 8월 유엔 세천년개발목표(UN MDGs) 활성화 모색을 위한 조찬포럼에서 에티오피아 아둘랄라 상수도 사업이 물 문제 해결을 위한 좋은 예로 반기문 UN 사무총장 및 주한 외교관들에게 소개됐다”면서 “새마을 현장사업에 대한 에티오피아의 적극적인 정부적 관심과 참여를 바란다”고 당부했다.
이에 대해 데메케 부총리는 “새마을운동이 아프리카와 에티오피아에 큰 희망을 선사해 줄 것으로 믿는다. 물분야 등 다양한 분야에서 양국 간 교류협력 확대에 모든 지원을 아끼지 않겠다”고 밝혔다.

Discusses sustainable cooperation through Saemaeul (New Community Movement)
Gyeongsangbuk-do is discussing exchange and cooperation with Ethiopia in various sectors, including regional developoment through the Saemaeul Movement (also known as the New Community Movement).
Vice Governor of Administration Joo Nak Young met with Ethiopian Deputy Prime Minister Demeke Mekonnen Hassen at the Vice Governor’s office on December 3rd at 2:30PM and engaged in an in-depth discussion.
The meeting of vice governor and deputy prime minister resulted from the visit by Gyeongsangbuk-do Governor Kim Kwan-yong to Ethiopia last September, when he discussed strategies for exchange and cooperation between Gyeongsangbuk-do and Ethiopia.
Deputy Prime Minister Demeke said that “[he] is well aware of Korea’s history of development, and that [he] is not only impressed by the leaders’ capacity but also the Korean people’s creativity, diligence, and cooperation, which served as the basis for the New Community Movement.” He also wished “for as many Ethiopian public officials to learn about Korea.”
In order to better understand the Saemaul Movement and share the successful examples with the officials back in Ethiopia, the deputy prime minister plans to visit Gyeongsangbuk-do Saemaul Movement Association, Saemaul History Museum, former President Park Chung-hee’s house, and the Minjok Renaissance Commemoration Center.
During the visit, the deputy prime minister will discuss the Saemaul movement with officials from Gyeongsangbuk-do government, Saemaul Globalization Foundation, and Gyeongsangbuk-do Saemaul Movement Association, and request active support from these organization in sustaining the movement in Ethiopia.
Deputy Prime Minister Demeke said that the visit “was a very valuable opportunity to observe the development of Gyeongsangbuk-do and Korea,” and “the Ethiopian government will actively support the projects of the Saemaul volunteers in Ethiopia.”
Vice Governor of Administration Joo Nak Young said “Ethiopia’s Adulala water supply project has been presented to the UN Secretary General Ban Ki-moon and diplomats in Korean at the breakfast forum on vitalization of UN Millenium Development Goals (MDGs) last August as a good example of solving water supply problem.” He asked the deputy prime minister for “the Ethiopian government’s interest and participation in the Saemaul movement projects.”
Deputy Governor Demeke replied, “I believe the Saemaul Movement will present a great hope to Africa and Ehiopia. We will provide all possible support to expand the exchange and cooperation between the two countries in water supply as well as in other sectors.”
