노인빈곤 번역(한국어 원본)본 연구는『한국노동패널』1-10차년도 자료를 이용하여 노인빈곤에 대한 동태적 분석을 시도하였다. 그 결과에 의하면, 첫째 현재 고령자세대의 빈곤은 고착화 현상을 보이고 있다. 특히, 가구주가 여성이거나 고령노인인 경우, 또는 과거의 주된 일자리에서의 고용형태가 불안정할수록 노후소득은 낮은 수준에 머물러 있는 경향이 높아 이들 집단에서의 빈곤은 고착화되고 있다. 둘째, 노인빈곤의 원인은 과거의 소득수준과 관련이 있다. 노인빈곤은 노인이 되어서 새롭게 발생하는 사건뿐만 아니라 노인이 되기 이전의 사건(교육, 생애 주된 일자리에서의 고용형태 등)에 의해 이미 낮은 소득수준이 지속되고 있기 때문인 것으로 나타났다. 셋째, 항상빈곤계층은 여성 단독가구이면서 과거 생애 주된 일자리에서 불안정한 위치에 놓였던 집단으로 이들은 노인이 되기 이전부터 이미 항상빈곤을 경험하고 있으며 노인이 된 이후에는 급격히 소득이 감소하는 것으로 나타났다. 이 집단에 대한 탈빈곤 정책은 현재 노인세대만을 대상으로 하기보다는 청·장년세대에서부터 정부의 적극적인 소득지원대책이 필요함을 보여준다. 넷째, 남성가구주 가구의 경우에도 가구유형이 단독가구일 경우 노인빈곤의 위험에 노출되는 것으로 나타났다. 이들 집단에서의 소득형성은 과거 노동시장에서 경험과 교육수준이 중요한 요인을 작용하고 있다. 이상의 분석결과는 노인빈곤은 현재 상태만이 아니라 과거의 생애 주된 일자리에서의 고용형태나 교육수준에서도 영향을 받고 있음을 시사한다. 따라서 노인빈곤을 위한 탈빈곤정책으로는 노인가구만을 대상으로 하는 사후적인 대책뿐만 아니라 청·장년층의 교육과 고용안정에 대해서도 관심을 가질 필요성을 보여준다. |
노인빈곤 번역(영어 번역본)This study attempted to analyze dynamically about poverty of elderly, referencing “Korea Labor Panel” 1-10 annuals. According to this study, currently the poverty among the aged generation is in increase. Firstly this is a result of the income of the elderly staying at the lower end of income bracket as the type of employment becomes more insecure with age. Secondly, the cause for elderly poverty is related to the past income level. Their low level of income had already been determined by the past factors (education, type of employment in the past), which continues in their later life. Thirdly, the people in poverty households are always those of females being the sole householder and also subject to unstable employment. So this group had always been subject to poverty and when this group get old, their income deteriorate even further. These results show that the anti-poverty policies should not only be directed towards the elderly people, but an active income support plans are needed for the younger generations to the middle aged by the government. Fourthly, even among the households that have male as their householder, they are exposed to elderly poverty. The most important factors in this group are their past experience in the labor market and their level of education. Therefore the above analysis imply that the factors that influence elderly poverty are not just the current environment under which these people are subject to, but also their level of education and their type of employment during their life time. Therefore the anti-poverty policies should not only be directed towards the elderly people, but plans for education and provision of secure employment for the younger generations and the middle aged by the government are needed. |
