Concept and significance 녹색성장이라는 용어는 2000년 1월에 Economist지에 언급된 이후 다보스 포럼을 통해 널리 알려지게 되었다. 녹색성장은 경제와 환경이 조화를 이루어 성장하는 것을 의미한다. 환경적으로 지속가능한 의미에서 이루어지는 성장을 뜻한다. 21세기에 가장 관심을 갖는 주제인 경제적 발전이 에너지 및 환경 문제와 선순환의 구조를 이루도록 하는 것으로 저탄소의 목표를 달성하여 지구 온난화의 위협을 차단하고, 다른 환경 문제를 방지하는 차원에서 산업의 운영과 경제발전이 이루어지는 것이며, 환경 오염 방지 사업, 신재생 에너지 개발 사업 등 녹색 산업을 전략적으로 추진하여 이 분야의 산업 발전의 전체적인 경제발전의 엔진 역할을 하도록 하는 것이다. 즉, 환경과 경제의 선순환 구조라는 것은 2 단계롤 통해 이루어지는 것으로 생각할 수 있는데, 첫번째 단계는 환경을 훼손하지 않고 개선하는 경제성장을 의미하며, 경제의 운영에 있어서 에너지, 자원의 효율적 사용을 하고, 온실가스 배출 최소화하는 것이다. 두번째 단계는 환경산업을 추진함에 의하여 경제발전을 위하여 새로운 동력을 삼는다는 것이다. 녹색 성장을 주장하는 배경에는 기존의 경제 성장의 패러다임에 변화가 이루어져야 한다는 인식이 이루어지고 있다는 것이다. 기존의 요소투입 위주의 성장은 자원과 환경 위기의 도래로 한계에 부딪혔다. 경제발전 계획의 틀안에 저탄소나 친환경의 개념이 추가되는 성장 전략이 미래의 발전을 이끌어 갈 수 있는 새로운 전략적 틀이라는 인식이 전 세계적으로 확산되고 있고, 선진국들은 이미 앞서서 정책을 수립해 가고 있다. |

Concept and significance The term, ‘green growth’, has spread widely through the World Economic Forum in Davos since it was first mentioned in the January, 2000 issue of Economist. Green growth is the growth generated through the harmony between economy and environment. It also refers to the growth accomplished under the meaning of sustainable environment. Green growth promotes economic advancement, which is the hottest topic of the 21st century, to achieve a form of virtuous cycle with energy and environmental issues. Also, it accomplishes industrial operation and economic advancement in attempts to reduce the danger of global warming and to prevent other environmental problems by accomplishing the goal of low carbon economy, and strategically promotes green industry such as environmental pollution prevention project and renewable energy development project in order to fulfill its role as the power engine of the overall economic advancement in this realm of industrial development. In other words, the virtuous cycle of environment and economy can be accomplished through two stages. First stage refers to the economical growth that improves the environment without any damage through the efficient use of energy and resources and the minimization of greenhouse gas emissions in economic operations. Second stage is adopting the pursuit of environmental sustainability as the new motivating power for the economic advancement. The advocates of green growth call for the awareness of the necessity to change the existing paradigm of economic growth. The existing factor input oriented growth has reached its limit with the arrival of resource and environmental crisis. With the worldwide expansion of the realization that growth strategy that adds the concept of low carbon economy or environmental friendliness to the framework of the economic advancement plan is the new strategic framework for the future advancement, many advanced countries have already entered into the process of devising appropriate policies. |
