동해병기 법안 통과 번역(한국어 원본)美 한인들의 ‘동해 사랑’ 담은 자료집 발간
경북도, 피터 김 ‘동해병기백서’ 출판기념 사인회 및 감사패 전달
미주 최초로 공립교과서 동해병기 법안을 통과시킨 버지니아주 한인들의 ‘동해병기백서’ 출판 기념회가 6월 11일 경북도청에서 열렸다.
김관용 도지사는 이날 버지니아주 동해병기법안 통과의 주역인 ‘사단법인 미주 한인의 목소리’ 피터 김 회장에게 감사패를 전달했고, 김 회장은 직접 사인한 동해병기백서를 김 지사에게 선물했다.
이어 도청 1층 현관 로비에서 열린 출판기념 사인회에서 김 회장은 직접 사인한 ‘동해병기백서’ 100권을 도청직원 선착순 100명에게 증정했다.
피터 김 회장이 대표 집필한 ‘동해병기백서’는 3년여에 걸친 버지니아주의 드라마틱한 동해병기 과정을 생생하게 담고 있으며, 첨부자료만 600여 페이지에 달하는 방대한 자료집이다.
김 회장은 “동해병기법안 통과는 이를 저지하기 위해 미국의 대형로펌까지 고용한 일본에 맞서 버지니아주 교민들이 풀뿌리 민주주의 정신으로 일구어낸 승리의 산물이다”고 말했다.
이어 “이번 백서 발간의 주목적은 재미동포들이 일본 정부를 상대로 동해병기법안을 통과시켰던 배경과 준비 과정을 알리는 데 있다. 이러한 성공사례를 바탕으로 앞으로 우리 재미동포들이 어떻게 하면 일본 정부의 끊임없는 역사 왜곡을 저지하고 잃어버린 우리의 동해 바다를 되찾아올 수 있는지에 대한 치밀한 전략을 수립하는 계기로 삼아야 한다”고 강조했다.
그는 또 “미국에서 동해가 일본해로 알려지고 기정사실화되고 있는 가운데 위기에 처한 동해라는 이름에 대해 모든 한국인이 관심을 두길 바란다”고 당부했다.
특히 미주 한인의 목소리 등이 추진하고 있는 미 연방의회 ‘동해병기’ 결의안 상정과 2017년 국제수로기구회의(IHO) ‘동해병기’ 통과를 위해 미국 교민사회와 대한민국 국민들의 많은 관심과 적극적인 참여가 절실히 요구된다고 김 회장은 전했다.
김관용 경북도지사는 “국제 사회의 네트워크 구축과 논리적 접근을 지속적으로 펼쳐 오랜 역사동안 우리 민족과 함께한 동해와 독도 명칭의 국제표준화를 시도하고 이를 국제사회에 확산시켜 나갈 계획이다”고 말했다.

‘동해병기백서’ 출판기념 사인회 및 감사패 전달식.
우리사회는 지난 50년간 정부주도 정책을 통해 경제성장을 이룩했다. 제조업을 바탕으로 산업화시대를 거쳐 오며 도시의 발전도 함께 시작되었다. 이러한 현대의 도시는 이미지 차별화와 정체성 확립을 위한 도구로 디자인을 채택하고 공공디자인 사업을 진행하고 있다.
이러한 공공디자인 사업 중 도시의 가로환경 개선과 경제적 효과의 수단으로써 간판 개선사업을 진행하고 있다. 간판 개선사업은 도시 이미지를 결정할 수 있는 가로환경의 최소 단위로 지역의 정체성과 문화를 포함한 디자인적 발현을 통해 도시경쟁력을 가질 수 있다.
그러나 이러한 간판 개선사업의 최종 목표라 볼 수 있는 사후관리가 잘 이루어지지 않고 있다. 사업자 선정과 시행, 획일화된 디자인, 사용자인 시민과 관련 전문가의 사후관리 참여를 위한 체계적인 지원책 부재, 전문성 있는 담당공무원의 부재 등의 문제점을 나타냈다.
간판 개선사업은 일회성이 아니라 지속적인 유지와 개선을 위한 관리가 필수적이라는 관점을 가지고 선행연구 고찰과 간판 개선사업의 국내외 사례조사를 실시했다. 이러한 사례 분석을 통해 정책적 관리, 디자인적 관리, 환경적 관리로 상위 항목을 분류하고 공공디자인 사업과 관련된 평가지표 분석을 통해 세부평가 요소들을 결정했다.
이렇게 만들어진 사후관리 평가틀을 활용하여 경상북도가 진행한 5군데 간판 개선사업 지역을 범위로 선정하고 적용했다. 분석결과 사후관리와 관련된 계획의 부족과 전문가와 사용자의 참여를 통한 관리가 미비한 것으로 나타났다.
그러므로, 간판 개선사업의 사후관리를 위해서는 사용자와 전문가의 적극적이고 자율적인 관리가 필요하며 이를 통합․관리하는 정부와 지방정부의 정책적 지원이 중요하다고 볼 수 있다. 또한, 사업 일선의 행정가들이 지속적으로 간판 개선사업의 사후관리를 수행할 수 있는 일관적이고 체계적인 제도 마련이 중요하다고 볼 수 있다.
그러므로, 이번 연구가 우리나라 간판 개선사업의 사후관리에 대한 인식을 높임과 동시에 초석이 되기를 기대한다. |

On June 11th, there was a commemoration meeting for the publication of “Donghae Byunggi Bakseo”, published by the Korean Americans of Virginia, who were the first to successfully pass the legislation that mandates public textbooks to list East Sea along with Sea of Japan on maps.
Governor Kim, Gwan Yong gave Peter Kim, the president of Voice of Korean Americans and the driving force behind the passing of the legislation, a plaque of appreciation. Peter Kim gave Governor Kim a signed copy of “Donghae Byunggi Bakseo.”
At the signing event that was held in the first floor lobby of the provincial government building, Mr. Kim gave the first hundred signed copies of “Donghae Byunggi Bakseo” for free to the government employees.
“Donghae Byunggi Bakseo,” which was spearheaded by Mr. Kim, contains the process of passing the legislation in Virginia over three years, and its appendix itself is over six hundred pages.
Mr. Kim said that the passing of the legislation was a victorious moment for the grassroots democracy of the Korean Americans in Virginia against Japan, which hired a big American law firm to stop the legislation from passing.
He also said, “The primary purpose of publishing this book is to let people know of the background and the preparation process of the Korean Americans to pass the legislation against the Japanese government. Based on this example, we can come up with elaborate strategies to stop the Japanese government from distorting history and get back East Sea.”
He also asked Koreans to “have an interest in the name of East Sea, which is losing its place on maps in the United States because it is known as the Sea of Japan.”
Mr. Kim also emphasized that Korean American society and the Koreans need to have an interest in having ‘Donghae Byunggi’ selected as a resolution in the US Senate and passing ‘Donghae Byunggi’ in the upcoming International Hydrographic Organization in 2017.
Governor Kim said that “We plan to set up networks in the international society and continue our logical approach so that the name of East Sea and Dokdo can be an international standard.”

Our society achieved economic development through government-led policies during the last fifty years. After the age of industrialization based on manufacturing, urbanization began. Cities are now choosing design as a tool to distinguish themselves from other cities, and are working on public design projects.
Among these public design projects are store sign improvement project, which can improve the aesthetics of the roads and bring economic advantages. Store sign improvement project is the minimum unit of the road environment that can decide the city’s image. Through the project, the city can manifest its identity and culture through design, and stand out among its peers.
However, the follow up management of the store sign project is not done well. There have been problems in selection of licensee, uniform design, lack of structured support for follow up management by citizens and professionals, and lack of professional public servant in charge.
Store sign improvement project should not be seen as an one-time event, but rather a project that needs continuous maintenance and improvement, and based on this perspective, a review of precedents and examples from in and out of the country was conducted. Based on analysis of these examples, management by policies, management by design, and management by environment were selected as major categories, and detailed evaluation factors were selected after analysis of assessment index on public design projects.
Using this framework for follow up management, assessment was done on five locations where Gyeongsangbuk-Do is performing store sign improvement projects. According to the analysis, there has been lack of planning related to follow up management and participation of professionals and users.
Therefore, for follow up management of store sign improvement project, there needs to be active and autonomous participation of users and professionals, and the support from the central government and the provincial government is necessary. In addition, there needs to be a unified and structured system that can continuously manage the store sign improvement project.
Thus, we hope that this research can raise the awareness and become the foundation for store sign improvement projects. |
