경북도, 열차노선 주변지역 힐링·생태관광 중심지 육성
기존 철도 인프라를 활용해 백두대간의 절경과 자연자원을 관광 상품으로 만든 백두대간 관광열차가 큰 인기를 끌고 있다.
지난해 4월 12일 개통한 이후 지난해 말까지 모두 32만4천646명이 이용했다.
특히 주말은 물론 평일에도 만석을 기록할 정도로 연일 대박행진을 이어가고 있다.
백두대간 관광열차는 2012년 국토교통부 중부내륙권 3개년 시범사업으로 선정돼 국비, 지방비, 코레일 등 총 사업비 34억1천만원을 투입해 관광열차로 개발됐다.
열차는 경북, 강원, 충북 3개도 중부내륙을 순환하는 O-Train(중부내륙 순환열차)과 봉화, 태백의 협곡 구간을 왕복하는 V-Train(백두대간 협곡열차)으로 구성돼 있다.
백두대간 관광열차의 성공으로 코레일 측은 남도해양관광열차(S-train)를 지난해 9월 개통했으며, 평화생명벨트(DMG-train)·동남블루벨트(B-train)·서해골드벨트(S-train) 관광열차도 단계적으로 개통할 예정이다.
이에 경북도는 타 지역 관광전용 열차와의 경쟁에서 우위를 확보하고 운행노선 주변지역을 힐링·생태관광 중심지로 육성하기 위해 관광사업 투자에 적극 나설 계획이다.
올해는 20억원을 들여 지난해 개통한 양원역~승부역 구간(5.6㎞) 생태탐방로에 데크와 출렁다리, 전망대, LED조명 등을 설치하고 산책로와 주변지역을 대폭 정비한다.
생태탐방로에는 숲 해설가를 배치해 백두대간 구석구석에 숨어있는 동·식물과 곤충들에 대한 생생한 정보도 함께 제공한다.
내년에는 국립 백두대간 산림치유단지(영주시 봉현면·예천군 상리면 일대)와 국립 백두대간 수목원(봉화군 춘양면 일대)이 들어서게 되면 거점역과 연계해 여행 상품을 개발하고, 전용 버스노선을 신설할 예정이다.
2016년에는 총 사업비 230억원을 들여 증기기관 관광열차도 도입할 계획이다.
우리나라 최초의 증기기관열차는 봉화역~석포역(62㎞·12개역)구간을 왕복하게 되며, 백두대간 관광열차와는 또 다른 볼거리가 될 전망이다.
지난해 한국철도기술연구원과 양해각서를 체결하고 지방재정 투·융자 심사를 통과했다.
올해 실시설계 등을 위한 용역비 14억원을 확보하는 등 증기기관 관광열차 운행을 위한 과정이 순조롭게 진행되고 있다.
경북도 김일환 관광진흥과장은 “백두대간 관광열차는 낙후지역을 창조경제의 성공모델로 변모시킨 기적의 열차”라며 “연도별 계획된 사업이 완공된다면 관광열차 연계지역은 대한민국을 넘어서 세계적인 관광 명소로도 손색이 없을 것”이라고 말했다.

독도 관련 다양한 학술대회와 전시회 개최
경상북도는 오는 22일 일본 시마네현의 ‘다케시마의 날’ 행사에 대응해 독도 관련 다양한 행사를 개최할 계획이다.
먼저 일본의 부당한 독도 영유권 주장에 대한 논리적 대응 차원으로 학술행사를 가진다.
또 일반인들을 대상으로 하는 독도 특별 강연회와 전시회를 열어 독도의 현황과 역사적 진실을 적극적으로 알리기로 했다.
오는 19일 경북대학교 상주캠퍼스에서 열릴 특별 강연회는 국방대학교 김병렬 교수가 ‘독도문제와 한일관계’를 주제로 강연한다.
21일에는 경북도 독도사료연구회 주관으로 조선 숙종 때 두 차례나 일본에 가서 울릉도와 독도가 우리나라 땅임을 주장한 안용복의 활동을 사료로 살피는 ‘안용복 활동의 재조명’ 학술세미나를 개최한다.
25일에는 영남대학교 독도연구소 주최로 법학도서관에서 우리 독도교육의 올바른 방향 설정을 위한 학술대회가 열린다. 독도 전문가와 교육관계자가 참여해 일본 초등학교 교과서의 독도 기술 현황과 문제점을 진단할 예정이다.
아울러 17일부터 울릉군에 자리한 독도박물관에서는 ‘시마네현 고시 제40호에서 다케시마의 날까지’라는 주제로 일본의 독도 침탈 관련, 특별전시회가 열린다.
특히 경북도는 시마네현에서 22일 공개할 ‘죽도문제 100문 100답’에 대한 반박 및 우리의 영유권 주장을 기술한 자료집을 3월중에 발간할 예정이다.
앞서 13일부터 경북대학교 글로벌프라자에서 독도의 자연을 간접 체험하고 독도의 생물 주권을 널리 고취시키기 위한 ‘독도의 자연전-식물과 종자’ 전시회가 열리고 있다.
경북도는 사이버공간에서의 독도 영토주권도 강화하기로 했다.
17일부터 28일까지 독도지킴이로서의 국민적 공감대 형성을 위해 ‘독도와 톡톡(talk, talk)’이란 독도 응원 메시지 남기기 이벤트를 진행한다.
이벤트는 사이버독도 홈페이지(www.dokdo.go.kr)를 통해 누구나 참여가 가능하며, 독도 응원 메시지를 100자 이내로 등록하면 된다.
신은숙 경북도 독도정책과장은 “독도와 톡톡 이벤트는 일본 땅이라고 주장당하는 독도의 입장에서 국민들에게 하고 싶거나 듣고 싶은 메시지는 무엇일지 생각해보자는 취지에서 구상하게 됐다”며 “많은 참여를 바란다”고 전했다.

Gyeongsangbuk-do, Promotes Healing·Ecotourism Hub In Areas Around Train Line
The Baekdu-Daegan Tour Train, which created the beautiful scenes of the Baekdu mountain range and natural resources into a tourism attraction by using existing railroad infrastructure, is becoming extremely popular.
After opening on April 12th last year, a total of 324,646 tourists used the train by the end of last year.
It is continuing a streak of great success, recording full seats not only on the weekends but also during the week.
The Baekdu-Daegan Tour Train was selected as the Central Inland area three-year demonstration project by the Ministry of Land, Infrastructure and Transport in 2012 and was developed as a tour train with a total budget of 3.41 billion won from government, local government funding and KORAIL.
The trains are composed of the O-Train(Central inland circulation train) that circulates the three provinces of the central inland, Gyungbuk, Gangwon, and Chungbuk, and the V-Train(Baekdu-Daegan valley train) that rotates around valley areas of Bonghwa and Taebaek.
Due to the success of the Baekdu-Daegan Tour Train, KORAIL opened the South Sea Tour Train (S-Train) in September 2013, and is planning to open the Peace Life Belt(DMG-train)·Southeast Blue Belt(B-train)·Seohae Gold Belt(S-train) tour trains one at a time.
Gyungsangbuk-do plans to lead the competition with other regions in tourism trains and is planning to actively invest in tourism projects in order to cultivate the areas around the railroads into healing·eco-toursim hubs.
By investing 2 billion won this year, decks, wobbly bridges, observatories, LED lights will be installed, and walking trails and their surrounding areas will be adjusted greatly on the Eco-Culture Trail from Yangwon Station ~ Seungbu Station (5.6km) which opened last year.
Forest commentators will be positioned at the Eco-Culture Trail to provide live information about animals·plants and insects hiding in the Baekdu-Daegan.
When the National Baekdu-Daegan Forest Healing Complex(Bonghyun-myeon Youngju-si·Sangri-myeon Yecheon-gun) and the National Baekdu-Daegan Aboretum are established next year, travel packages will be developed and exclusive bus lines will be installed in connection with the stations.
In 2016, the province plans to introduce a steam locomotive tour train by investing 23 billion won.
Korea’s first steam locomotive train will circle the Bonghwa Station ~ Seokpo Station (62km·12 stations), and is expected to be another attraction along with Baekdu-Daegan Tour Train.
Last year, an MOU was signed with Korea Railroad Research Institute and passed the local financial investments and loan evaluation.
The procedure for operating a steam locomotive tour train is being executed smoothly by obtaining 1.4 billion won of service expenses for the enforcement plan this year.
Kim Il Hwan, Gyeongsangbuk-do’s Head of Tourism Promotion said that “The Baekdu-Daegan Tour Train is a miracle train that transformed an underdeveloped region into a success model of Creative Economy” and “if the projects planned for each year are completed, the regions connected by the tour train will be perfect as an excellent tourist attraction not only in Korea but also globally.”

Hosts various academic conferences and exhibitions related to Dokdo
Gyeongsangbuk-do plans to host various Dokdo-related events in response to Shimane’s ‘Takeshima Day’ event in Japan on the 22nd.
First, there will be an academic event that will provide a logical response to Japan’s unjustifiable sovereignty argument over Dokdo.
Also, the province will be actively promoting the current situation and historical truth of Dokdo by opening special lecture sessions and exhibitions open to the general public.
At a special lecture to be held at Kyungpook National University’s Sangju campus on the 19th, Professor Kim Byung Yeol from the National Defense University will present a talk about ‘The Dokdo Problem and Korea-Japan Relations’.
On the 21th, Gyeongsangbuk-do’s Dokdo Research Society will host the ‘Revisiting An Yong-bok’ academic seminar, which will examine the historical references that record the activities of An Yong-bok who visited Japan twice when Sukjong was king of Chosun to argue that Ulleung-do and Dokdo are our territory.
On the 25th, an academic conference on setting the correct direction for our Dokdo education will be held by the Yeungnam University Dokdo Research Center at the law library on the 25th. Dokdo experts and people involved in education will participate and talk about how Japanese elementary school textbooks currently describe Dokdo and its problems.
Also, the Dokdo Museum, which is located at Ulleung-gun, will be hosting a special exhibition about the Japanese pillage of Dokdo under the theme ‘From Shinema-hyun’s Notification 40 to Takeshima Day’ from the 17th.
Gyeongsangbuk-do will be publishing a reference book that refutes the ‘Jukdo Issue 100 Questions & Answers’, which Shinema-hyun will be announcing on the 22nd, and describes our argument on sovereignty right over Dokdo.
Also, the exhibition ‘Dokdo’s Nature exhibition – Plants and Breeds’ has been going on to have people indirectly experience Dokdo and spread awareness about animal rights in Dokdo at the Global Plaza, Kyungpook National University since the 13th.
Gyeongsangbuk-do is also strengthening the Dokdo sovereignty right on cyberspace.
From the 17th to the 28th, the province is hosting an event called ‘Talk, Talk with Dokdo’ where people can leave support messages for Dokdo in order to create a national awareness as guardians of Dokdo.
Anyone can sign up for the event through the Cyber Dokdo website(www.dokdo.go.kr), where they can post a support message within 100 characters.
Shin Eun Sook, the head of Dokdo policy for Gyeongsangbuk-do, said that “the Talk, Talk with Dokdo event was conceptualized from the perspective of thinking about what messages would Dokdo, which is being alleged as Japanese territory, want to convey to or hear from the people“ and wished “everyone will come and participate in the event.”
