따라서 이 프로그램은 재범의 위험성이 높은 절도 및 폭력 보호관찰청소년을 대상으로 그 주안점을 이들이 ‘자기-조절’ 혹은 ‘공격성’을 조절하여 앞으로의 범죄를 예방하고, 스스로 더 나은 ‘자신’을 가질 수 있도록 돕고자 하는데 있다.
이 프로그램은 폭력과 절도 등으로 보호관찰 진행 중인 보호관찰청소년 집중대상자를 대상으로 분노 등에 대한 자기조절을 통하여 자신과 자신이 속한 사회구성체를 이해하는 폭을 넓히도록 도와주고, 긍정적이고 올바른 자아를 발견함과 동시에 건강하고 밝은 미래를 설계할 수 있도록 하여 이들의 건전한 사회복귀와 재범을 방지할 목적으로 10회기에 걸쳐 실시하였다.
본 연구의 주제인 ‘자기 – 조절 프로그램’의 기본은 ‘자신을 안다’를 첫 번째 목표로 생각하고, 그것을 위한 방법으로 집단 상담을 그 수단으로 하고 있다. 1회기부터 10회기까지 청소년 범죄의 여러 주 요인들과 ‘자기 – 조절 : 자신을 알다’의 관계를 파악, 프로그램 참가자들이 그것을 어떻게 응용할 것인지에 주안점을 두고 본 프로그램을 진행하였다.
그 결과 프로그램 내용상의 효과는 있었으나, 사전․사후 검사의 프로그램에 대한 효과성은 그리 크지 않았는바, 그 원인을 분석해 보면,
첫째, 비록 과거 1회성 프로그램에서 탈피, 총 10회기에 걸쳐 장기적으로 프로그램을 실시하였으나, 보호관찰청소년들의 가정환경, 성장과정, 제반 여건 등을 고려해 볼 때 좀 더 기간을 늘려 장기적인 계획으로 대상자에게 접근할 필요가 있고,
둘째, 사전․사후 검사를 보호관찰 청소년들에게 좀 더 적합하고, 세밀하게 평가할 수 있는 것으로 실시할 필요성이 있으며,
셋째, 본 프로그램이 진정 효과가 있었는지 없었는지에 대한 평가는 프로그램 종료 후 약 6개월 이상의 기간 동안 이들의 재범여부, 보호관찰 준수사항 이행실태, 일상생활에서의 변화여부 등을 추적 관찰하는 등 계속적으로 대상자들이 일상생활에서 어떠한 변화를 보였는지 추적해보는 것이 필요할 것으로 보이며, 위에서 나타난 바와 같이 본 프로그램의 단기적인 효과성은 충분히 입증된 만큼, 향후에도 이와 같은 소집단 장기처우프로그램 형태의 프로그램 진행은 필요할 것으로 판단된다. |
보호관찰 번역(영어 번역본)In 2007, out of the total of 21,139 youth subject to protection surveillance, 38% were for burglary, and 30% were for violence. Taking up 68% of all crimes, it is thought that there should be special plans for those youth in these two categories in order to improve their behavior during the protection surveillance period.
Therefore this program aims to help these subjects in the above two category which have very high chance of second conviction to have self-control and curb their violent behavior, preventing further crimes and ultimately help them to better themselves as good members of society.
With those youths under protection surveillance for their crimes of burglary or violence, this program was carried out in 10 stages to help them to understand the society they belong to from wider angle through self-control in expression of anger etc, and helping them to re-identify themselves in more positive and correct perspectives, thereby helping them to rebuild their lives that are brighter and more wholesome, so ultimately helping them to return to society as good citizens and prevent further crimes being committed.
The basic for the main theme for this program, “self-control’, has the goal in understanding one’s self, where group consultation is the main activity for the program.
This program was carried out from 1 to 10th stage to understand the relationship between the main causes for youth crimes and ‘self-control: knowing one’s self’ and identifying ways for the participants apply the relationship found.
The results showed that the programs was effective in its contents but was not so effective in terms of before and after evaluation program. The causes are as the following.
1. although the program was run for a long period of time across 10 stages (in comparison to one-off program in the past), considering the family situations, childhood background and other various factors of these youths, there is a need to prolong the program even further and approach the subjects with a very long term plan.
2. The before and after evaluation should be planned in a more appropriate (for these youths) and in more detail.
3. It is also necessary to monitor the subjects for more than 6 months after the completion of the program in order to find out whether the program was actually effective by observing continuously how they showed changes in everyday lives in regards to whether they committed second crimes or not, how they kept to the regulations for protection surveillance program and other actual changes made in their everyday lives. And as shown above, as the short term effectiveness of the program is adequately proven, it is determined that in the future, there is need to carry out programs in the form of long term program in small group sessions. |
