5. 업무절차
5.1 자체방제계획의 작성
5.1.1 자체방제계획 작성 대상 물질
1) 환경안전팀장은 사업장에서 취급하는 물질 중 유독물 및 사고대비 물질(지정수량 이상)에 해당되는
물질에 대하여 자체방제계획서를 작성하여야 한다.
2) 자체방제계획 작성 대상물질은 별표1과 같다.
5.1.1 유해성 자료 작성
1) 환경안전팀장은 별지 서식1에 아래 사항을 포함하여 작성하여야 한다.
가. 유독물명,제품명,CAS No. 또는 용도
자체 방제 계획 개정 번호 1 페이지:3/4
나. 물질의 분류
다. 물리화학적 성질
라. 유해성 및 취급 시 주의사항
마. 방제요령(소량누출,대량누출을 구분한다)
바. 유해그림
사. 기타 안전관리에 필요한 사항
5.1.2 방제장비 관리
1) 환경안전팀장은 방제장비 필요시설에 방재장비함과 물품을 비치하여야 한다.
2) 환경안전팀장은 방제장비의 점검/정비 등 유지관리를 하기 위하여 1회/월 이상 점검을 실시하고,
방제장비 점검일지(환안-300-01)를 기록하여야 한다.
단, 유독물 관리자가 선임되어 있을 경우 유독물 관리자가 점검을 실시하고 기록할 수 있다.
3) 긴급 자체방제 시 방제장비가 부족할 경우 여수산단환경협의회의 보유장비를 활동하여 방제한다.
5.1.3 사고 시 조기경보/전파,조치 대책
1) 비상사태 대비 및 대응 절차서(재원-환안-106)의 임무에 따라 대응하여 비상조치하여야 한다.
2) 방제 작업 시 반드시 안전화,안전장화,내산복,방독면,장갑 등의 방제장비를 착용하여야 한다.
3) 인근 주민에 대한 조기경보 전달 체계는 여수산단 환경협의회 계획에 따라 조치한다.

4) 방제작업에 필요한 도로 확보 및 외부인의 출입을 차단하기 위해 필요 시 안전띠를 설치하여
관리하여야 한다.
5.1.4 기타 자체방제계획 관리
1) 환경안전팀장은 유독물 시설에 대하여 2회/월 이상 점검을 실시하고, 유독물 시설 점검 Checklist
(환안-300-02)를 기록하여야 한다.
단, 유독물 관리자가 선임되어 있을 경우 유독물 관리자가 점검을 실시하고 기록할 수 있다.
2) 유독물 시설에 대하여 정비,보수를 하고자 하는 부서장은 작업전에 반드시 안전작업허가서를
발행한 후 환경안전팀의 검토를 받고 승인을 하고 작업을 하여야 한다.
3) 기타 환경오염방지를 위하여 위험물 시설 및 관련 법규에 의한 방지턱 및 방유제 설치 여부를
확인하여야 한다.
5.1.5 자체방제계획의 고지
1) 환경안전팀은 업무 담당자,직책,전화번호,취급물질,방제장비등을 여수산단환경협의회에
자체 방제 계획 개정 번호 1 페이지:4/4
전달하여야 한다.
2) 여수산단환경협의회에서는 사고대비물질 자체방제 계획을 작성하여 인근 주민에 대하여
주민대피요령, 사고물질 취급현황, 업체별 방제장비 보유현황, 비상연락망, 응급조치 요령 등을
작성하여 알려야 한다.
3) 1회/년 이상 고지하고, 고지사항이 변경된 경우에는 사유가 발생한 날부터 1개월 이내에
재고지를 하여야 한다.

5.1 Creating Internal Prevention Plan
5.1.1 Target Substance of Internal Prevention Plan
1) The environment safety manager must create an internal prevention plan on poisonous contents and accident preparation substances (over designated quantity) used in the workplace.
2) Target substances of internal prevention plan are shown in Attached Table 1.
5.1.1 Toxicity Reference Creation
1) The environment safety manger must write the following times in the Attached Form 1.
A. Poisonous content name, product name, CAS No. or usage
B. Categorization of substance
C. Physiochemical characteristics
D. Toxicity and handling precautions
E. Protection methods (divide by small leakage, big leakage)

G. Other miscellaneous items required for safety management
5.1.2 Protection Equipment Management
1) The environment safety manager must place a disaster prevention box and items at facilities that require protection equipments.
2) The environment safety manager must conduct checks at least once per month to maintain and manage inspection of protection equipments, and record them in the protection equipment inspection log (환안-300-01).
However, if a poisonous content manager is designated, he can conduct inspections and write records.
3) If there are insufficient protection equipments during urgent internal preventions, equipments from Yeosu Industrial Environment Association will be used.
5.1.3 Early Alarm/Dissemination, Measures When Accident Occurs
1) Must respond and take emergency measured based on the duties stated in the emergency situation preparation and response procedures
2) When participating in protection work, protection equipments such as safety shoes, safety boots, anti-acid wear, protective mask, and gloves must be worn.
3) Early alarm communication system for nearby residents must be established based on Yeosu Industrial Environment Association’s plan. (Yeosu Industrial Environment Association’s Accident Preparation Substance Internal Prevention Plan attached)
4) If necessary, safety belts must be installed to secure streets and block outsider access.
5.1.4 Miscellaneous Internal Prevention Plan Management
1) The environment safety manager must conduct inspection on poisonous content facilities twice a month, and record it in the poisonous content facility checklist(환안-300-02).
However, if a poisonous content manager is designated, he can conduct and record inspections.
2) Department heads who want to reorganize and repair poisonous content facilities must work after issuing a safety work permit, and getting authorized by the environment safety team.
3) For other environment pollution prevention, one must check on whether or not bumps and dikes are installed in accordance with hazardous substance facilities and related laws.
5.1.5 Internal Prevention Plan Notification
1) The environment safety team must give information on the person in charge, position, phone number, handling substance, protection equipment to Yeosu Industrial Environment Association.
2) Yeosu Industrial Environment Association must create an accident preparation substance internal prevention plan, and create and notify nearby residents about resident evacuation, accident substance handling status, protection equipment possession status for each company, emergency contacts, and emergency measures.
3) Notify at least once per year, and if notification content changes, notify once again within one months since the cause occurs.
