정부간 합의문 체결 / Record of Discussions
엘살바도르는 과테말라, 온두라스와 국경을 접하고 있는 중미의 작은 국가입니다. 이 지역은 심각한 치안 문제를 안고 있는데, 특히 엘살바도르는 과거 오랜 내전으로 다량의 총기가 사회에 유포되어 강력범죄가 자주 일어나고 있습니다. UN에 따르면 엘살바도르는 세계에서 두 번째로 살인사건 발생률이 높은 국가로 강도, 납치, 은행강도 등의 범죄가 증가하고 있는 상황입니다. 이러한 치안 상황을 개선하기 위해 엘살바도르 국립경찰청은 치안강화를 위한 방범시스템 구축사업 지원을 우리 정부에 공식 요청하였고, 한국국제협력단은 이를 신규사업으로 선정하여 2010년 8월 12일 정부간 합의문을 교환했습니다.
PMC 현지조사 / PMC On-site Survey
사업을 본격적으로 수행하기 전, 전체적인 업무의 방향을 구체화하기 위해 PMC 현지조사팀이 수원기관인 엘살바도르 국립경찰청을 방문하였습니다. 치안강화를 위한 방범시스템 구축 전문가 5명으로 구성된 현지조사 팀은 먼저 국립경찰청과 주요 업무를 협의하여 사업계획을 수립하는 한편, 관제시스템을 구축할 관제센터를 방문 조사하고, 인테리어 업체 선정을 위한 입찰을 진행했습니다. 또한 범죄율이 높게 나타나는 27개 지역 50개소의 현장을 조사하여 CCTV 설치위치와 무선 네트워크 망을 설계했습니다.
기자재 검수 / Acceptance test for equipment
4월에는 현지에 설치될 CCTV와 무선 네트워크 등의 기자재 검수를 끝내고 엘살바도르로 발송했습니다. 한국국제협력단은 37종의 기자재에 대한 철저한 국내검수를 통해 안정적이고 신뢰성 있는 방범시스템 구축을 약속했습니다.
기자재설치 & 교육 / Equipment Installation and Training
2011년 7월에는 기자재 설치 및 교육을 위해 전문가를 파견하였습니다.
파견된 전문가는 먼저, 27개 지역 50개소의 우범지대에 CCTV와 무선 Mesh 네트워크를 설치를 마쳤습니다.
또한 설치된 CCTV의 영상을 저장하고 사고지역에 출동명령을 내려 사고처리가 신속하게 이뤄질 수 있도록 하는 관제센터를 구축했습니다. 관제센터 전면에는 대형 LCD 패널을 설치하여, 이벤트 발생시 운영자가 전체화면 또는 여러 분할화면으로 재구성 하여 통합모니터링을 가능하게 구성했으며, 24시간 운영이 가능하도록 2개의 전원을 사용하는 무 중단 운영 시스템을 구축했습니다.
설치 후에는 반복 검증을 통해 CCTV의 안정화 작업을 수행하는 한편, 수원기관 전문가와 관제센터 관리자, 근무자를 대상으로 교육을 실시하여 자체운영 역량강화에 최선을 다했습니다.
시스템 운영 교육 System Operation Training
2011년 8월에는 시스템의 안정적인 운영을 위해 운영교육 전문가를 4주 간 파견했습니다. 파견된 전문가는 “네트워크 및 CCTV”와 “관제 시스템” 두 부분으로 나누어 기술을 전수했습니다. 운영교육팀은 엘살바도르 국립경찰청이 독립적으로 시스템을 운영하고 문제를 해결할 수 있도록 기술이전 및 사용법에 중점을 두었으며, 실무 교육을 위해 우리나라 경찰행정분야 전문가의 자문도 함께 진행했습니다.
관제센터 개관식 Opening Ceremony
2011년 9월 20일에는 관제센터 개관식이 있었습니다. 이번 엘살바도르 치안강화를 위한 방법시스템 구축사업은 우리 정부의 중점지원분야 중 ‘사회안정’에 부합한 것으로 치안문제 개선이 절실한 엘살바도르 정부와 협력사업으로 진행되었습니다.
개관식 행사에 참석한 마누엘 멜가르(Manuel Melgar) 공공치안부 장관은 “한국의 현대적 방범 감시시스템을 도입함으로써 범죄자 검거율을 제고할 수 있게 되었으며, 경찰들의 행정 효율성을 높일 수 있게 되었다”고 평가하며 사업 지원에 대해 한국 정부와 KOICA측에 깊은 감사의 뜻을 전했습니다.
이 사업은 중남미 지역 최초로 무선 Mesh 네트워크를 통해 CCTV 영상정보를 수집하는 치안방범 사례로 지역사회의 관심이 집중되기도 했습니다.
이번 방범시스템 도입을 시작으로 엘살바도르의 치안 역량이 더욱 강화되어 사회 안정을 통한 긍정적 효과를 가져오길 기대합니다.

Record of Discussions
El Salvador is a small country in Central American bordering on Guatemala and Honduras. This region has been suffering from a serious security problem. Particularly in El Salvador violent crimes are committed frequently as a great number of weapons are spread across the country due to a long civil war. According to the UN, El Salvador has the second highest incidence of murder in the world, and crimes like robberies, kidnapping and bank robberies are on the rise in this country. To improve the security conditions in this country, the National Civil Police of El Salvador officially asked the Korean Government to provide support for the security system implementation project aimed at increasing public security, and KOICA selected it as a new project and exchanged the inter-governmental agreement on August 12, 2010.
PMC On-site Survey
To concretize the overall direction of this project prior to going full speed ahead, the PMC on-site survey team visited the National Civil Police of El Salvador, the agency receiving the support. The on-site survey team, consisting of five security system experts, consulted with the National Civil Police about key issues and established the project plan, and visited and investigated the Control Center where the control system will be implemented, and carried out the bidding for selection of the interior company. The team also conducted an on-site survey of 50 locations in 27 regions with a high crime rate, and determined the CCTV installation locations and designed the wireless network.
Acceptance test for equipment
In April KOICA finished the acceptance test for the equipment to be installed locally like CCTVs and wireless networks, and sent them to El Salvador. KOICA promised to build a stable and reliable security system by conducting a thoroughgoing acceptance test for 37 types of equipment in Korea.
Equipment Installation and Training
In July 2011 KOICA dispatched experts for equipment installation and training.
These experts installed CCTVs and the wireless mesh network at 50 crime-ridden sites in 27 areas.
They also implemented the Control Center that saves the images from the installed CCTVs and ensures prompt handling of accidents by sending police to the sites of accidents. They installed a large LCD panel at the Control Center so that the operator can reconfigure the screen as a full screen or split screens in case an event occurs for integrated monitoring, and implemented the uninterrupted system using two power sources to enable 24-7 operations.
After installation was completed, they tested the system over and over to stabilize the CCTVs, and trained the experts of the National Civil Police of El Salvador, Control Center managers and staff in an effort to reinforce their independent operating competencies.
System Operation Training
In August 2011 KOICA dispatched operation training experts for 4 weeks to ensure stable operation of the system. They transferred technology in two sections: “network and CCTV” and “control system.” The operation training team focused on technology transfer and how to use the system so that the National Civil Police of El Salvador can operate the system and solve problems independently, and provided counseling from Korean experts in police administration for the sake of practical training.
Opening Ceremony
On September 20, 2011 The Control Center opening ceremony was held. The security system implementation project aimed at increasing public security is consistent with ‘social stability,’ one of the key areas where the Korean Government provides intensive support. It is a joint initiative with El Salvador which desperately needs to improve its public security.
At the opening ceremony Public Security Minister Manuel Melgar said “The introduction of Korea’s modern security and surveillance system enabled us to apprehend more criminals, and to improve the efficiency of police administration.” He expressed his deepest gratitude to the Korean Government and KOICA for their support of this project.
This project is the first case of public order and security which collects CCTV images through the wireless mesh network for the first time in Central and South America, and thus the interest of the local community was concentrated on this project.
I hope that the introduction of this security system will help further reinforce the security competency of El Salvador, and bring more positive effects through social stability.
