Such is referred to as global warming and is recognized as the most important risk factor that threatens the very existence and the advancement of humanity. Consequently, there has been a growing worldwide interest in coping with the issues of global warming, which has become a great concern. Statistically, the world’s average temperature over a hundred year period (1906-2005) showed an increase of 0.74°C, and it is expected to show an increase of about 6.4°C by the end of the 21st century. Numerous explanations have been presented as the factors causing global warming but the final conclusion has identified the greenhouse effect from the increasing use of fossil fuel as the major cause. IPCC (Intergovernmental Panel on Climate Change) was established jointly by WMO (World Meteorological Organization) and UNEP (United Nations Environment Programme) in 1988 to tackle the problems of climate change. Since 1990, IPCC has published assessment reports on climate change every 5~6 years, and its Fourth Assessment Report on Climate Change, which includes the input of over 2,500 scientists over a six-year period, has recognized the artificial emission of greenhouse gas as the major cause of global warming. About 130 countries including the United States have recognized the validity of the Fourth Assessment Report published in 2007. Global warming is expressed in the form of climatic disasters and ecosystem destruction, and thus identified as the factor that threatens human survival. An economic loss from climate change is predicted to be as much as 5~30% of global GDP every year, and the damage of climatic disasters such as drought, flood and extreme heat is predicted to increase greatly every year. Global warming is expected to cause negative effects on various areas closely related to human life such as ecosystem, water resource, food and the coast.
