1) 추진 현황
한국 정부는 1980년부터 현재(요청일)까지 7개 CN codes에 대한 수출실적과 상세 정보를 외교통상부 협조로 외국주재한국대사관과 주한외국대사관에 요청(2003.2.24)하였다. 2003.2.24 기 접촉한 국가외에도 GBR Level III 국가중 외교관계가 성립된 루마니아, 불가리아, 헝가리, 터키에 추가로 4개 CN codes(0102 10, 0102 90, 0506 90 및 2301 10)에 대한 상세정보를 외교통상부 협조로 외국주재한국대사관과 주한외국대사관에 요청(2003.6.11)하였다. 또한 한국대표단(추적조사단)이 ‘03.5.4～5.18까지 영국, 벨기에, 독일, 스위스를 현지 방문하여 확인하였다.
가) 추적대상
아래 ①～③은 GBR시 사용하는 HS(CN) Code이고, ①～⑦은 일본에서 BSE 위험평가시 사용하는 HS(CN) Code이므로 대상으로 선정하였다. 소와 쇠고기는 1.2 및 1.3 파트에서 다루어질 것이므로 1.1 파트에서는 육골분(HS Code 2310 10) 및 뼈와 혼코어(HS Code 0506 90)에 대해서만 기술할 것이다.
① 0102 10 : 소, 종우
② 0102 90 : 소, 종우외 기타
③ 2301 10 : 육 또는 설육의 분․조분 ․펠리트 및 수지박
④ 0201 10 : 쇠고기(신선 또는 냉장한 것에 한함), 도체와 이분도체
⑤ 0201 20 : 쇠고기(신선 또는 냉장한 것에 한함), 기타의 것으로서 뼈채로 절단한 것
⑥ 0202 20 : 쇠고기(냉동한 것에 한함), 기타의 것으로서 뼈채로 절단한 것
⑦ 0506 90 : 뼈와 혼코어[가공하지 아니한 것, 탈지한 것, 단순히 정리한 것(특정한 형상으로 깎은 것을 제외함), 산처리 또는 탈교한 것] 및 이들의 분과 웨이스트, 골소와 뼈(산처리한 것에 한함) 제외 |
추적조사 번역(영어 번역본)2. Results of Tracing Study on Exporting Countries in EU
1) Current Status
The Korean government has requested (February 24, 2003) exported volumes and detailed information on seven CN codes from 1980 to the present (date of the request) from the Korean embassies overseas and foreign embassies in Korea with the help of the Ministry of Foreign Affairs and Trade. Besides those countries contacted prior to February 24, 2003, the Korean government, with the cooperation of the Ministry of Foreign Affairs and Trade, also requested (June 11, 2003) the Korean embassies overseas and foreign embassies in Korea to provide detailed information on four CN codes (0102 10, 0102 90, 0506 90 and 2301 10) of those GBR Level III countries such as Rumania, Bulgaria, Hungary and Turkey, that have diplomatic relations with Korea. Moreover, the Korean Delegation (Tracing Team) visited the UK, Belgium, Germany and Switzerland for confirmation from May 4 to May 18, 2003.
A) Tracing Targets
The following codes were chosen as targets: ①~③ are HS (CN) codes used for GBR, and ①~⑦ are HS (CN) codes used in Japan for BSE Risk Assessment. Since cattle and beef are to be covered in Sections 1.2 and 1.3, Section 1.1 will describe only meat-and-bone meal (HS Code 2310 10) and bones and horn-cores (HS Code 0506 90).
① 0102 10: Live bovine animals, pure-bred breeding animals
② 0102 90: Live bovine animals, pure-bred breeding animals and other
③ 2301 10: Powder, meals and pellets of meat or meat offal, and greaves
④ 0201 10: Meat of bovine animals (fresh or chilled), carcasses and half-carcasses
⑤ 0201 20: Meat of bovine animals (fresh or chilled), carcasses and half-carcasses, and other cuts, with bone in
⑥ 0202 20: Meat of bovine animals (limited to frozen), and other cuts, with bone in
