춘천시의회 의장 김영일입니다.
제9대 춘천시의회는 “열린 의회, 시민과 함께하는 의회”를 만들기 위해 소통·상생·협력을
바탕으로 시민과 함께 이뤄나가겠습니다.
시민의 대표로서 시민을 대변한다는 마음가짐을 잊지 않고 춘천의 발전을 위해 하나 된 의회가 되어 열심히 일하겠습니다.

의원윤리강령
춘천시의회 의원은 시민의 대표로서 양심에 따라 그 직무를 성실히 수행하여 시민으로부터 신뢰를 받을 수 있도록 의원의 직무를 다할 것을 다짐하면서, 이에 우리는 의원으로서 준수하여야 할 윤리강령을 다음과 같이 정한다.
1. 우리는 시민의 대표자로서 인격과 식견을 함양하고 예절을 지킴으로써 의원의 품위를 유지하며, 시민의 의사를 충실히 대변한다.
2. 우리는 시민을 위한 봉사자로서 오직 시민의 복리증진과 시정발전을 위하여 공익우선의 정신으로 성실하게 직무를 수행하며, 사익을 추구하지 아니한다.
3. 우리는 직무와 관련하여 부정한 이득을 도모하거나 부당한 영향력을 행사하지 아니하며, 청렴하고 검소한 생활을 솔선수범한다.
4. 우리는 의회의 구성원으로서 상호간에 기회균등을 보장하고 충분한 토론으로 문제를 해결하며, 적법절차를 준수함으로써 의회가 건전한 지방자치의 장이 되도록 노력한다.
5. 우리는 책임 있는 정치인으로서 모든 공사행위에 관하여 시민에게 책임진다.
의회의 구성 – 가슴으로 만나고 발로 뛰는 춘천시의회
의장·부의장
의장은 2년의 임기동안 의회를 대표하고 의사를 정리하며, 회의장 내 질서 유지와 의회의 사무를 감독한다. 부의장은 의장의 사고가 있을 때에 그 직무를 대리한다.
의원
의원은 지방의회의 구성원으로서 직접선거에 의하여 선출되고, 주민의 대표자로서 자치단체의 의사를 결정하는 권한과 성실한 직무수행을 위한 의무가 부가된다.
상임위원회
상임위원회는 본 회의에서의 의안 심의에 앞서 의안과 청원 등을 예비적으로 심사하는 기능을 담당한다. 현재 춘천시의회는 현재 3개(운영, 내무, 산업)의 상임위원회로 구성되어 있다.

My name is Young Il Kim and I am the Chairman of the Chuncheon City Council.
The 9th Session of the Chuncheon City Council shall strive to achieve the goal of “Establishment of an open City Council that walks shoulder to shoulder with the citizens of the City itself ” on the basis of communication, coexistence and cooperation.
We shall ardently pursue the task of developing Chuncheon with our calling as the representatives of the citizens of our City, and the Council Members shall work as one team to achieve that task but mainly between all the residents of the City.

Communicating City Council – We shall establish a City Council that has its citizens as its highest value and communicates with the citizens.
Coexisting City Council – We shall establish a City Council that coexists harmoniously and cooperates for sustainable local growth.
Cooperating City Council – We shall establish a City Council that walks shoulder to shoulder with the attitude of serving the citizens. General Ethical Principles of the Members
Chuncheon City Council Members pledge to conscientiously and sincerely fulfill the duties as representatives of the citizens in order to win trust from the citizens. Accordingly, we set the following general ethical principles to be complied with as the members of the City Council: 1. We, as the representatives of the citizens, shall cultivate personalities and insights, and abide by appropriate etiquettes in order to maintain dignity as the council members, and sincerely represent the opinions of the citizens which is above all the most important.
2. We, as the public servants of the citizens, shall sincerely perform our duties by regarding the enhancement of citizens welfare and the progress of the city affairs as our foremost priority, and shall not never seek personal interests.
3. We shall not seek unjust interest or exercise unjust influences related to our duties, but take initiatives and set examples in leading upright and frugal life.
4. We, as the constituent members of the City Council, shall guarantee the equal opportunities for each other and solve problems through sufficient discussions. We shall also put efforts to ensure that the City Council will become the venue for healthy local autonomous governance by complying with legal processes.
5. We, as responsible politicians, shall be fully responsible for all the public actions taken to the citizens. Composition of the City Council – Chuncheon City Council that meets the citizens with an open heart and works on its feet Chairman and vice-chairman
The Chairman shall represent the City Council for a two-year term in which he will consolidate the affairs of the Council, manage the protocol of meetings and supervises the duties of the City Council. The vice-chairman shall act as the proxy in the event of absence of the Chairman.
Council Member
Council Members, as the constituent members of the local City Council, shall be elected through direct election and shall be granted with the authority to make parliamentary decisions for the autonomous government and shall be obliged to sincerely execute the duties as the representative of the citizens.
Standing Committee
The Standing Committee will be in charge of preliminary evaluation of the agendas and petitions prior to deliberation of them at the Council meeting. The current Chuncheon City Council is composed of 3 Standing Committees (operational, internal affairs and industrial committees).
Steering Committee of the City Council
The Steering Committee shall be responsible for the issues related to the operation of the City Council, issues that are under the jurisdiction of the Executive Office of the City Council, and issues related to various rules related to the proceeding of the meetings and operation of the City Council.
Industrial Committee
Jurisdiction over the Economy & Tourism Bureau, Construction Bureau, Agricultural Technology Center, Water Supply and Sewage Project Center, City Library, Daily Life Civil Petition Center and Public Development Project Center
Internal Affairs Committee
Jurisdiction over the public relations officers, communications officers for civil petitions, auditing officers, safety supervisory officers, Regulation Innovation Bureau, Administration Bureau, Welfare & Environment Bureau, Public Health Clinics, Women’s Center, Environment Project Bureau, Vehicle Registration Bureau, Eup, Myeon and Dong, Chuncheon Urban Development Corporation and other issues not handled by other departments and bureaus.
