The most important factor in studying about ‘Green Finance’ is the establishment of carbon market. There is yet to be a country in APEC that operates a carbon market actively. · What is the fundamental principle behind the carbon market and at what phase are the countries with the most advanced market for carbon are at?
· In terms of establishing the carbon market for the APEC countries, how are they being established and what are the main obstacles? How should we react to such obstacles? What would be the joint efforts that can be made between the APEC members?

Track 3: Plan to give preference in credit rating for the green organizations
There is a need to identify the problems and status in terms of banks’ and other financial organizations’ participation in ‘Green Finance’. The mechanisms by which the banks support financially the green industry and companies must be evaluated.

There is a need for revitalization in investments in ‘Green Industry’ and ‘Green Organizations’ through capital market. We will evaluate operational mechanism for capital market for ‘Green Finance’ and analyze what types of financial products are in development or in plan for development and what the difficulties are during such processes.
· How are the security companies, insurance companies and capital companies participating in the ‘Green Finance’ and what types of business models do they have?
· What are the major problems with the financial products that had been developed for ‘Green Growth’ and what are some of the measures that can be taken by each government and by APEC?
· Where can we find the most advanced business model in the world and how can APEC members benchmark such cases?

Track 5 : What are the effects of ‘Green Industry’ to financial policies and trade?
Lastly, one of the sides to ‘Green Finance’ is the financial support through financial policies. Evaluate how the tax and customs policies are being carried out currently.
· What are some of the issues and obstacles related to each country’s taxation policy? How can such taxation policies get connected to future trading?
· How can the governments of each country prepare for such issues and problems in terms of their policies and what can APEC react to such policies?
