1. These Technical Regulations of Customs Union are developed according to the Agreement on Uniform Rules and Principles of Technical Regulation in the Republic of Belarus, Republic of Kazakhstan and Russian Federation dated 18 November, 2010.
2. These Technical Regulations of Customs Union are developed to establish, in the common customs territory of the Customs Union, uniform and mandatory requirements that must be applied and observed regarding low-voltage equipment and ensure free movement of low-voltage equipment which is put into circulation in the common customs territory of the Customs Union.
3. If, regarding low-voltage equipment, other technical regulations specifying requirements to low-voltage equipment are adopted by the Customs Union and (or) the Eurasian Economic Community (hereinafter referred to as the “EurAsEC”), then low-voltage equipment must conform to the requirements of these technical regulations of the Customs Union and (or) EurAsEC where applicable.
Article 1. Field of Application
1. These Technical Regulations of the Customs Union are applied to low-voltage equipment to be put into circulation in the common customs territory of the Customs Union.
The low-voltage equipment which is covered by these Technical Regulations of the Customs Union refers to electric equipment intended to be used at rated voltage from 50 up to 1000 V a.c. and from 75 up to 1500 V d.c.
2. These Technical Regulations of the Customs Union do not apply to:
Electric equipment intended to be used in explosive environments;
Medical products;
Electrical equipment for lifts and cargo ropes (excluding electric machines);
Electric equipment for defense purposes;
Pasture fence controlling devices;
Electric equipment intended to be used by air, water, ground and underground transport;
Electric equipment for reactor safety systems at nuclear power stations.
3. These Technical Regulations of the Customs Union specify requirements to low-voltage equipment in order to protect human life, health and property, and to prevent any actions that may mislead consumers (users) as regards the intended use and safety of low-voltage equipment.
Article 2. Definitions
The following terms and their definitions are used in these Technical Regulations of the Customs Union:
Manufacturer is a legal entity, or a natural person in the capacity of individual entrepreneur, that manufacturers and (or) trades in low-voltage equipment on its own behalf and is responsible for its conformity to the safety requirements of these Technical Regulations of the Customs Union;
the required level of protection from direct or indirect exposure to electric current;
the absence of any inadmissible risk of higher temperatures, arc discharges or emissions that can lead to the occurrence of hazards;
the required level of protection from any injuries by rotating and static parts of this low-voltage equipment;
the required level of protection from hazards of non-electric origin that may occur when using this low-voltage equipment, including those caused by physical, chemical or biological factors;
the required level of insulation protection;
the required level of mechanical and switching durability;
the required level of durability to exogenous factors, including those of non-mechanical origin, under the respective climatic conditions of the ambient;
the absence of any inadmissible risk in case of overload, emergency or failure caused by endogenous and exogenous factors;
the absence of any inadmissible risk during the connection and/or installation.
Low-voltage equipment must be designed and produced in such a way that it does not become a source of fire at both normal and emergency operation conditions;
The consumer (user) must be provided with the sufficient amount of information required for the safe usage of low-voltage equipment as intended.
Article 5. Requirements to Marking and Operation Manuals
1. The name and (or) designation of low-voltage equipment (type, make and model), its basic parameters and features that influence safety, manufacturer’s name and (or) trade/brand name, name of the country where the low-equipment was manufactured must be marked on the low-equipment and specified in the operation manuals attached thereto.
Simultaneously, the manufacturer’s name and (or) trade/brand name, name and designation of the low-voltage equipment (type, make and model) must be marked on the package as well.
2. If it is impossible to mark the information indicated in clause 1 hereof on low-voltage equipment itself, then it is permitted to specify it only in the operation manuals attached to this low-voltage equipment. Simultaneously, the manufacturer’s name and (or) trade/brand name, name and designation of the low-voltage equipment (type, make and model (if any)) must be marked on the package.
3. The marking on low-voltage equipment must be distinct and easily readable and must be affixed on the low-voltage equipment in a place available for visual examination without tool-assisted disassembly.
4. Operation manuals attached to low-voltage equipment must contain:
the information indicated in clause 1 hereof;
information on the intended usage of the low-voltage equipment;
the features and parameters;
rules and conditions of safe operation (usage);
rules and conditions of installation, storage, transportation, sale and disposal (and, where appropriate, a specification of requirements to these);
information on the measures to be taken in case a malfunction of this equipment is detected;
the name and place of the manufacturer (manufacturer’s authorized person) and importer and their contact information;
the production month and year of the low-voltage equipment and (or) information on the place where the production year is marked or on the way it can be identified.
5. Operation manuals must be made in Russian and in (an) official language(s) of the state – member of the Customs Union if so required by the laws of the state(s)- member(s) of the Customs Union.
Operation manuals must be made in the form of hardcopies. An electronic set of operation manuals may be enclosed therewith. Operation manuals to be attached to non-household low-voltage equipment may be made in the electronic form only. |
관세동맹의 기술 규제 번역(한국어 번역본)서문
1. 본 관세동맹의 기술 규제는 벨라루스공화국, 카자흐스탄공화국, 러시아연방 간의 기술 규제 통일 규칙 및 원칙에 관한 2010년 11월 18일자 협약에 의거해 신설된다.
2. 본 관세동맹의 기술 규제는 관세동맹의 공동 관세 영역에서 저전압 장비에 반드시 적용하고 준수해야 하는 통일적이고 의무적인 요건을 확립하고, 관세동맹의 공동 관세 영역에서 유통되는 저전압 장비의 자유로운 이동을 보장하고자 신설된다.
3. 관세동맹과 (또는) 유라시아 경제공동체 (이하 “EurAsEC”라 한다)가 저전압 장비와 관련해 여타의 기술 규제를 채택한다면, 해당되는 경우 저전압 장비는 반드시 관세동맹과 (또는) EurAsEC의 이러한 기술 규제 요건에 부합해야 한다.
조항 1. 적용 분야
1. 본 관세동맹의 기술 규제는 관세동맹의 공동 관세 영역에서 유통시키고자 하는 저전압 장비에 적용된다.
본 관세동맹 기술 규제의 대상이 되는 저전압 장비는 정격 전압 50 V a.c-1000 V a.c 그리고 75 V d.c-1500 V d.c에서 이용되는 전기 장비이다.
2. 본 관세동맹 기술 규제는 다음에 적용되지 않는다.
폭발성 환경에서 사용되는 전기 장비
의료용 제품
승강기 및 화물용 로프 (전기기기 제외)를 위한 전기 장비
방어용 전기 장비
작업환경 장애물 제어장치
대기, 물, 지면, 지하 수송에 이용되는 전기 장비
원자력발전소의 원자로 안전시스템을 위한 전기 장비
3. 본 관세동맹의 기술 규제는 저전압 장비에 관한 요건을 명시해 사람의 생명과 건강, 재산을 보호하고 저전압 장비의 용도와 안전과 관련해 소비자 (사용자)에게 오해를 불러일으킬 수 있는 조치들을 방지하고자 한다.
조항 2. 정의
다음은 본 관세동맹의 기술 규제에 사용되는 용어와 정의들이다.
제조업체란 그 자신의 이익을 위해 저전압 장비를 취급하는 법인이나 개별 기업가로서의 자연인, 그러한 제조업체들과 (또는) 기업가들이며, 본 관세동맹 기술 규제의 안전성 요건을 준수해야할 책임이 있다.
수입업자란 저전압 장비의 운송과 관련해 관세동맹 국가-회원의 주민이 아닌 자와 대외 무역 계약을 체결하는 관세동맹 국가-회원의 주민이며, 이러한 저전압 장비를 거래하고, 본 관세동맹 기술 규제의 안전성 요건을 준수해야 할 책임이 있다.
저전압 장비의 정격 전압이란 입력 전압과 (또는) 출력 전압이며 또는 제조업체가 이러한 저저전압 장비와 작동 매뉴얼에 명시한 전압 장비의 전압 범위이다.
저전압 장비의 시장 유통이란 관세동맹의 공동 관세 영역에서 제조업체로부터 소비자 (사용자)에게 저전압 장비가 양도되는 과정으로 제조가 완료된 후 저전압 장비가 반드시 거치게 되는 과정이다.
용도란 제조업체에서 이러한 저전압 장비와 (또는) 작동 매뉴얼에 명시한 저전압 장비의 용도이다.
제조업체의 책임자란 관세동맹 국가-회원에 정식으로 등록되어 있는 법인 또는 자연인으로 제조업체를 대신해 관세동맹 공동 관세 영역에서 제조업체의 제품을 마케팅하고, 적합성 인증을 보증하며, 제조업체 제품의 본 관세동맹 기술 규제 요건 위반에 대해 책임을 지기로 제조업체로부터 계약상 권한을 부여받은 자이다.
전기 장비란 직접 사용되는 장비를 포함해 전력을 생성, 변환, 전송, 분배, 이용하고 기계, 장치, 기기, 기구, 기타 제품들에 내장되어 있는 장비이다.
조항 3. 시장 유통에 관한 규정
1. 본 관세동맹의 기술 규제와 관세동맹과 (또는) EurAsEC의 기타 해당 기술 규제에 부합하고 본 규제의 조항 7과 관세동맹과 (또는) EurAsEC의 기타 해당 기술 규제에 따라 적합성 확인 절차를 통과한 경우, 저전압 장비는 사장에서 유통될 수 있다.
2. 본 관세동맹의 기술 규제 요건에 부합하는 것으로 확인되지 않은 저전압 장비는 관세동맹 국가-회원의 시장에서 통용되는 공동 제품 유통 표지를 표지할 수 없으며, 시장에서 유통될 수 없다.
3. 관세동맹 국가-회원의 시장에서 통용되는 공동 제품 유통 표지를 보유하지 못한 저전압 장비는 시장에서 유통될 수 없다.
조항 4. 안전성 요건
용도에 따라 사용되고, 설치, 작동 (사용), 보관, 운송, 기술 정비에 관한 요건에 부합한다면 저전압 장비는 반드시 다음과 같은 방식으로 설계되고 제조되어야 한다.
전류에 직접 혹은 간접적으로 노출되지 않도록 하는데 필요한 보호 수준
위해를 초래할 수 있는 고온, 아크 방전 또는 배출이라는 부적합한 위험성이 없음
이러한 저전압 장비의 고정 부품과 회전에 의해 상해를 입지 않도록 하는데 필요한 보호 수준
물리적, 화학적 또는 생물학적 요인들에 의한 위해를 포함해 이러한 저전압 장비를 사용할 시 전기 이외의 원인으로 인한 위해로부터 보호하는데 필요한 보호 수준
필수 절연 보호 수준
필수적인 기계적 내구성과 스위칭 내구성 수준
각 주변의 기후 상태에 따라 비기계적 원인들을 포함해 외인성 요인들에 대한 필수 내구성 수준
내인성 요인과 외인성 요인에 의해 과부하나 비상사태 또는 장애가 발생하는 경우, 부적합한 위험성이 없음
연결 및/또는 절연 시 부적합한 위험성이 없음
저전압 장비는 반드시 정상 작동 상태와 비상 작동 상태에서 화재의 원인이 되지 않는 그러한 방식으로 설계되고 제조되어야 한다.
소비자 (사용자)는 반드시 저전압 장비를 안전하게 사용하는데 필요한 정보를 충분히 제공받아야 한다.
조항 5. 표지 및 작동 매뉴얼 요건
1. 저전압 장비의 제품명과 (또는) 명칭 (유형, 제품, 모델), 안전에 영향을 미치는 기본적인 파라미터와 특성들, 제조업체명과 (또는) 상표/브랜드명, 저전압 장비가 제조된 국가명은 반드시 저전압 장비에 표지해야 하며, 첨부된 작동 매뉴얼에 명시하여야 한다.
동시에 제조업체명과 (또는) 상표/브랜드명, 저전압 장비의 제품명과 명칭 (유형, 제품, 모델)은 반드시 포장에도 표지하여야 한다.
2. 1절에 제시되어 있는 정보를 저전압 장비에 표지하는 것이 불가능한 경우에는 이러한 저전압 장비에 첨부되어 있는 작동 매뉴얼에만 이를 명시하는 것이 허용된다. 동시에 제조업체명과 (또는) 상표/브랜드명, 저전압 장비의 제품명과 명칭 (유형, 제품, 모델)은 반드시 포장에 표지하여야 한다.
3. 저전압 장비의 표지는 반드시 뚜렷하고 쉽게 읽을 수 있어야 하며, 도구를 사용해 분해하지 않고도 육안 검사를 시행할 수 있는 위치에 부착하여야 한다.
4. 저전압 장비에 첨부되는 작동 매뉴얼에는 반드시 다음이 수록되어야 한다.

5. 작동 매뉴얼은 관세동맹의 국가(들)-회원(들)의 법률에서 요구하는 경우, 반드시 관세동맹 국가-회원의 공식 언어(들)과 러시아어로 작성해야 한다.
작동 매뉴얼은 반드시 하드카피로 작성해야 한다. 전자 방식의 작동 매뉴얼을 동봉할 수도 있다. 비가정용 저전압 장비의 작동 매뉴얼은 전자 양식으로만 작성해 첨부할 수 있다. |
