로자 오툰바예바 전 키르기스스탄 대통령은 한국 경제발전의 원동력이 된 새마을운동을 배우기 위해 지난 24일 경상북도의 새마을현장을 방문했다.
오툰바예바 전 대통령은 포항 POSCO, 새마을발상지 기념관을 관람한 후 경북도 관계자와 면담을 갖고 새마을운동 세계화 사업과 키르기스스탄에 새마을운동 확산을 위한 심도 깊은 의견을 나눴다.
그는 “한국의 경제 및 산업발전과 지역개발, 풀뿌리 민주주의의 종합적 성공스토리에는 가난에서 벗어나 ‘잘 살아보자’는 새마을운동이 바탕이 됐음을 보았다”며 “한국에서 새마을운동을 교육받은 키르기스스탄 공무원 및 농촌지도자들이 키르기스스탄 새마을협의회를 발족했고, 새마을운동을 비롯한 한국의 발전경제를 전파하기 위해 노력한 바 있었다”고 말했다.
또 “2010년부터 추진된 키르기스스탄 새마을운동은 주민들의 순수한 자조(自助)정신과 정부차원의 노력이 합쳐진 것으로, 지금 비슈케크를 중심으로 한국 새마을운동의 바람이 불고 있다”면서 “경북도가 선도적으로 추진 중인 새마을세계화 사업이 전수된다면 키르기스스탄 전역으로 빠르게 확산될 것”이라며 경북도의 새마을세계화 사업 전수를 요청했다.
이에 경북도 관계자는 “지금 아프리카 및 아시아, 중남미 등 세계 각국의 지도자들이 새마을운동을 새천년개발목표(MDGs) 및 지속성장개발목표(SDGs) 달성을 위한 추진 수단으로 간주해 새마을운동을 배우기 위해 잇달아 경북을 방문하고 있다”면서 경북의 새마을세계화 사업에 많은 관심을 가지고 있는 오툰바예바 대통령에게 감사의 뜻을 전했다.
도는 앞서 23일 이지하 새마을세계화재단 대표이사 및 윤위영 도 새마을봉사과장은 오툰바예바 전 대통령에게 경북도의 새마을세계화사업을 브리핑했다.
특히 오툰바예바 전 대통령의 요청을 계기로 키르기스스탄 공무원 및 마을지도자 초청 새마을연수와 새마을리더 봉사단 파견, 시범마을 조성사업지 확대를 적극 검토할 계획이다.
한편, 오툰바예바 전대통령은 키르기스대학 철학과 교수출신으로 주미국 대사, 주캐나다 대사, 주영국 대사 및 외무부 장관, 야당 당수 및 내각대표를 역임하고 키르기스스탄의 민주주의를 이끈 최초의 여성 대통령이다.

Ms. Otunbayeva, the former president of Kyrgyzstan, requests assistance with the Saemaul Movement
Roza Otunbayeva, the former president of Kyrgyzstan, visited the site for Saemaul in Gyeongsangbuk-do on May 24th to learn about the movement, which was the driving force behind the development of the Korean economy.
Ms. Otunbayeva visited POSCO and the Saemaul Movement Birthplace Memorial Hall, then had in-depth talks with the officials of Gyeongsangbuk-do on the globalization projects of Saemaul Movement and spreading the movement in Kyrgyzstan.
She said that, “I have witnessed that the Saemaul Movement was the foundation for the economic and the industrial development, and the grass-roots democracy.” “The public servants and the agricultural leaders of Kyrgyzstan, after receiving education on Saemaul Movement, set up Saemaul Movement communities to replicate the successes of the Korean economy,” she said.
Also, she said that, “The Saemaul Movement in Kyrgyzstan, which started in 2010, was the product of pure will of the people, combined with the support of the government, and the movement has been gaining momentum around the city of Bishkek.” She also said, “If the globalization project of the Saemaul Movement, which is being pushed forward by Gyeongsangbuk-do, the movement will spread throughout the country,” requesting that Gyeongsangbuk-do provide assistance in Kyrgyzstan.
In response, the Gyeongsangbuk-do official replied that, “Many countries in Africa, Asia, and the Central & South America are coming to Gyeongsangbuk-do to learn the Saemaul Movement in order to achieve Millennium Development Goals (MDGs) and Sustainable Development Goals (SDGs),” and he thanked Ms. Otunbayeva for having an interest in the movement.
On May 23rd, Ji-Ha Lee, the President of the Saemaul Globalization Foundation, and Wi-Young Yoon, the section chief of the Saemaul Bongsa, briefed Ms. Otunbayeva on the Saemaul Globalization project.
Also, after Ms. Otunbayeva’s request, the Foundation will consider inviting the public servants and agricultural leaders of Kyrgyzstan for workshops, as well as sending Saemaul Leader volunteers and expanding Saemaul Movement demonstration villages.
Ms. Otunbayeva is a former professor of philosophy at Kyrgyz National University and served as the Kyrgyz ambassador to the United States, the United Kingdom, as well as the Minister of Foreign Affairs and the opposition leader. She is the first female president of Kyrgyzstan and is credited for advancing democracy.
