한계산성 보존 및 활용 번역(한국어 원본)인제 한계산성의 조사방향과 보존 및 활용
한계산성은 강원도 인제군 북면 한계리에 소재하는 석축산성이다. 축성 연대는 정확히 알려져 있지 않으나 高麗史에 ‘寒溪城’이라는 명칭이 남아있고 산성 내에서 청자편을 비롯하여 고려시대 기와편이 다량으로 수습되고 있는 전형적인 고려시대의 입보용 석축산성이다. 또한 고려시대 대몽항쟁기 안홍민장군이 몽골군을 물리친 사적을 가진 산성으로 강원도 기념물 제17호로 지정․관리되고 있다.
유네스코와 국제유적기념물위원회(ICOMOS)는 물론 우리나라의 문화재 보존정책은 “원형보존”을 기본원칙으로 하고 있다. 원형보존은 대상물이 가지는 역사적인 권위와 진정성(Authenticity)을 보존하는 것이다. 대상물의 진정성은 탁월한 보편적 가치(OUV)와 함께 세계문화유산 선정의 가장 중요한 기준이 되기도 한다.
유적은 어떠한 이유에서건 한번 훼손되면 다시는 원상을 회복하기 힘들며, 또한 원상을 회복할 수 있다 하여도 그 과정에서 많은 시간과 비용을 지불하여야 한다. 따라서 한계산성의 보존과 관리 그리고 활용에 있어서 무엇보다 중요한 것은 산성을 온전히 보존하는 것이다.
한편 최근 생활수준과 삶의 질이 향상되면서 문화재의 단순한 관람이나 향유를 넘어 문화관광, 문화유산 체험의 욕구가 증대되었다. 이러한 변화는 한계산성을 이용한 활용이라는 측면에서 대단히 좋은 기회요소로 작용하고 있다. 그러나 한계산성을 바탕으로 한 문화재활용은 산성의 위치적 측면에서 접근성이 매우 불리하게 작용하고 있다. 이러한 문제는 비단 한계산성에만 머무르는 것이 아니라 전국의 각 산성에 대부분 해당하는 난제이다.
그럼에도 불구하고 한계산성은 다른 산성이 가지지 못한 대몽항쟁의 전승지라는 아주 특별한 역사적 사적과 함께 주변에 산성과 관련된 풍부한 전승설화를 가지고 있다. 이러한 점은 다른 산성유적의 활용과 비교할 때 큰 장점으로 이용될 수 있는 기초적인 재료에 해당한다고 할 수 있다. 따라서 한계산성에 대한 지속적인 학술발굴조사를 통하여 물질적 가치를 확인하는 작업과 함께 대몽항쟁기 안홍민장군의 역사기록에 대한 연구를 통한 역사의 복원, 마의태자 관련 전설, 천제단과 관련된 전승 자료에 대한 연구 등 비물질적인 가치를 확인하는 작업이 병행되어야 할 것이다.
산성이라는 물질적 자료와 전승지라는 비물질적 자료를 바탕으로 한계산성에 대한 어느 한 개인, 어느 한단체가 아니라 군민이 합심하여 적절한 활용방안을 마련한다면, 군민의 화합은 물론 지역경제의 활성화에도 크게 기여할 수 있을 것으로 기대된다. |

Hankyesanseong is a stone fortress located in Hankye-ri, Buk-myon, Inje-gun, Kangwon-do, South Korea. The exact time of its construction has not been known. However, there is a name of ‘Hankyeseong’ is recorded in The History of Goryeo and it is a typical fortress for temporary relocation of Goryeo Dynasty, in which Goryeo celadon pieces and roof tile pieces of Goryeo Dynasty are being abundantly recovered. In addition, the fortress is designated and maintained as Kangwon-do Monument Number 17 due to its historical significance for the General An Hong-min, who had defeated Mongolian troops during the anti-Mongol struggles of Goryeo.
The basic principles of preservation policy for cultural assets of UNESCO, ICOMOS, and the Republic of Korea are essentially based on “preservation of original form”. The preservation of original form means preservation of historical prestige and authenticity of cultural assets. The authenticity of a cultural asset, together with its Outstanding Universal Value(OUV), often becomes the most important standard of designation as the world heritage.
It is very difficult to restore historical remains to its original state once they are damaged for whatever reasons. Even if it is possible, it requires much time, efforts, and costs. Therefore, the preservation of Hankyesanseong in its original state at first place is more important than anything else.
As the standard of living and the quality of life have improved in recent years, the social wants for cultural tourism and experience of cultural heritage have also increased as well. Such changes have become a very good opportunity element in an aspect of utilization of cultural assets with Hankyesanseong as foundation. The utilization of cultural assets with Hankyesanseong as foundation, however, possess a critical disadvantage in an aspect of accessibility because of its geographical location. This is a challenge faced by not only Hankyesanseong but also by other fortresses throughout the Korean peninsula.
Despite such challenge, Hankyesanseong possesses an important historical significance of being a historic sites of victorious anti-Mongol struggle and there are numerous victory tales related to the fortress. Such fact can be used as a big advantage when compared with other fortresses in an aspect of utilization of fortress remains. Therefore, it is necessary to confirm the tangible values of Hankyesanseong through continuous academic excavation surveys while identifying intangible values such as restoration of history through studies of historical records of the General Ahn Hong Min, as well as studies on the legend of Crown Prince Maeui, studies on tradition materials related to Cheonjedan Altar.
If the county residents can come together to prepare appropriate plans for utilization of Hankyesanseong, instead of individualized efforts of single person or single organization, based on a tangible assets of fortress and an intangible asset of being a victory site, such consolidated efforts are expected to contribute greatly to the unity of the county residents as well as revitalization of local economy. |
