유엔세계관광기구 공식 후원 번역(한국어 원본)‘실크로드 경주 2015’ UN과 함께한다
유엔 전문기구 UNWTO와 UNWTO ST-EP재단과 공식후원 협약
유엔 최대 전문기구 중 하나인 유엔세계관광기구(UNWTO)와 독립적인 국제기구로 승격된 국제스템기구(ST-EP)가 8월 열리는 ‘실크로드 경주 2015’의 공식 후원기관으로 이름을 올리고 지원에 나선다.
이미 지난 7월 9일 김관용 경상북도지사가 중국 북경에서 탈렙 리파이 UNWTO 사무총장을 만나 ‘실크로드 경주 2015’의 성공적 개최를 위한 공동 협약을 체결한 것으로 알려졌다.
UNWTO는 회원국들의 행사 동참 독려, 회원국을 대상으로 한 행사 프로그램 소개, 행사 결과에 대한 UNWTO 프로그램 반영 등에 적극 나서기로 했다.
경북도는 UNWTO가 추진하고 있는 ‘실크로드 프로그램’의 옵저버 멤버로 참여키로 하는 등 5대 협력사항에 대해 합의하고, 이를 빠르게 구체화해 나가기로 했다.
김 지사는 “이번 공동협약 체결로 UNWTO가 보유한 국제네트워크와 글로벌 마케팅 기반을 ‘실크로드 경주 2015’가 활용할 수 있게 됐다”며 “행사의 국제적 신인도 향상, 외국인 관광객 유치에 매우 큰 힘이 될 것”이라고 강조했다.
탈렙 리파이 사무총장도 협약서에 서명하면서 “2011년 경주세계문화엑스포를 직접 관람한 경험으로 미루어 볼 때 ‘실크로드 경주 2015’는 세계 관광산업 활성화에도 매우 중요한 계기가 될 것”이라면서 “8월 21일 개막식에 직접 참석하는 문제도 적극 검토하겠다”고 밝혔다.
이처럼 UNWTO가 개별국가의 문화행사를 후원하는 것은 극히 이례적인 일로, 경북으로서는 행사의 격을 한 단계 높일 수 있을 뿐만 아니라, 외국 관광객 유치에도 큰 도움이 될 것으로 기대된다.
무엇보다 지난 12일 UNWTO와 북한 간에 관광객 100만명 유치 협약을 체결한 것으로 알려지고 있어 ‘실크로드 경주 2015’의 북한 참여에도 UNWTO가 일정한 역할을 할 수 있을 것으로 기대된다.
UNWTO는 UN산하 최대 전문기구의 하나로, 관광 진흥과 발전을 통한 국제 평화에 공헌할 목적으로 1975년에 설립되었으며, 163개국의 회원국을 보유하고 있다.
특히 지난 2011년에는 실크로드권 국가의 지속가능한 관광산업 진흥을 위해 우리나라를 비롯한 31개국이 참여하는‘실크로드위원회’를 설치해 운영하고 있다.
지난 4월 서울에서 개최된 제5차 실크로드위원회 회의에서는 ‘2013 이스탄불-경주 세계문화엑스포’가 모범사례로 소개돼 회원국의 뜨거운 관심을 받은 바 있다.
이처럼 UNWTO와 경북의 인연은 남다르다. UNWTO는 2011년 경주세계문화엑스포가 열리는 기간에 경주에서 ‘제19차 유엔세계관광기구총회’를 개최한 바 있다.
또 경북 ‘새마을운동 세계화’ 사업를 후원해 오고 있고 ‘2013이스탄불-경주세계문화엑스포’를 위해 터키 정부를 설득하는 등 지원을 아끼지 않은 것으로 알려져 있다.
한편, 오는 8월 21일부터 59일간 경주에서 개최되는‘실크로드 경주 2015’는 ‘유라시아 문화특급’이라는 주제로 전시, 공연 등 25개 프로그램으로 운영되며, 실크로드권 40개국 1만여명의 예술공연단이 참가하고, 국내외 관광객 120만명이 관람할 것으로 예상된다.

UNWTO and UNWTO STP-EP, specialized agencies of the UN, announced to co-sponsor the silk road cultural festival in gyongju 2015.
UNWTO, one of the largest specialized agencies of the UN, and ST-EP, a full fledged international agency, has announced to become the official sponsors of ‘Silk Road gyongju 2015’
It was already known that the Gyeongsangbuk-do governer Kim Kwanyong had met Taleb Rifai, Secretary-General of the UNWTO on last July 9 in Beijing, China to sign a joint agreement for successful hosting of ‘Silk Road gyongju 2015’.
UNWTO has announced that it would make proactive efforts to encourage participaion of the member countries, to promote the festival in the member countries, to include the results of the festival as official UNWTO program.
Gyeongsangbuk-do agreed to the five major cooperative measures, including a participation as an observer member of the Silk Road Program being promoted by UNWTO, and to quickly implement necessary businesses.
Governer Kim said, “this joint agreement has allow the ‘Silk Road Gyeongju 2015’ to utilize the international network and the global marketing infrastructure.” He added, “This will greatly help with the improvement of international recognition of the festival as well as attracting foreign tourists.”
Secretary General Taleb Rifai also said that he has become to expect ‘Silk Road Gyeongju 2015’ to become a good stimulus to the promotion of global tourism after personally attending the 2011 Gyeongju World EXPO. He additinally said that he will positively consider his attendance at the opening ceremony which is scheduled to be hel on August 21.
Such UNWTO’s sponsorship of cultural festival an individual country is unprecedented that it is expected to become a very good opportunity for Gyeongsangbuk-do to enhance the image of the festival and attract foreign tourists.
More importantly, because it was said that an agreement was made between UNWTO and the Democratic People’s Republic of Korea on the past 12th for invitation of 1 million tourists, it is expected that UNWTO will play a substantial role in the North Korea’s participation in ‘Silk Road Gyeongju 2015’.
UNWTO, as one of the UN’s largest specialized agency, was first established in 1975 with an objective to contribute in the world peace through promotion and development of tourism and now has 163 countries as its member.
Especially, UNWTO established and have managed ‘Silk Road Ministers’ Meeting’, which is participated by 31 countries including South Korea, since 2011 to promote sustainable tourism of countries located along the Silk Road.
In the 5th UNWTO Silk Road Minister’s Meeting held during the past April in Seoul, Korea, The 2013 Istanbul-Gyeongju World Culture Expo received heated interests of the member countries after being introduced as an exemplary model.
Like said above, the tie between UNWTO and Gyeongsangbuk-do is very special. UNWTO also held its 19th UNWTO General Assembly in Gyeongju during the same period when the 2011 Gyeongju World Cultural Expo is held.
In addition, UNWTO have been very supportive with other businesses of Gyeongsangbuk-do, which include Globalization of Saemaeul Movement and efforts to persuade the Turkish government for the 2013 Istanbul-Gyeongju World Culture Expo.
On the other hand, the 2015 Silk Road Gyeongju will be held at Gyeongju World Culture Expo Park and throughout the city of Gyeongju for 59 days starting on August 21, 2015 under the theme of “Eurasia Culture Express Train.” There will be 25 programs which include various exhibitions and performances, participation of more than 10,000 performers from 40 countries along the Silk Road and more than 1.2 million tourists from around the world are expected to visit.
