◦석유수입 세계 5위, 석유소비 세계 7위로 소비원유의 거의 전량을 해외수입에 의존하는 우리나라로서는 자주석유개발 및 확보가 국가 안보와 직결되는 사안이기 때문에 에너지 자립을 위해선 국내대륙붕 탐사는 반드시 필요한 실정이다.
◦최근“해저광물자원개발 기본계획(2009년 2월)”에 따라 개최된 해저광물자원개발 심의위원회(2010년 2월)에서도 해외자원개발에 비해 소외된 국내대륙붕 개발에 관심과 적극적인 투자가 부족한 실정을 지적하였고, 석유·가스 자주원유개발율 제고를 위해 제2, 제3의 동해1가스전을 찾아야 할 것이라고 강조하였다.
◦우리나라는 국내대륙붕 광구에서 석유탐사를 시작한지 20년 만인 1998년 7월에 울산 남동쪽 60 km 지점(동해1 가스전)에서 예상가채 매장량 2,500억 입방피트에 달하는 양질의 천연가스층을 발견하여 국민의 염원인 산유국의 꿈을 실현하였다.
◦최근의 국내대륙붕 유전탐사는 한국석유공사가 2009년 말에 남해 제6-2광구에서 탐사시추를 수행한 바 있으며, 지식경제부로부터 공동조광권을 취득한 호주 Woodside社(심해저 석유탐사시추 및 생산 전문기업)와 한국석유공사가 동해 8광구 및 61광구 북부지역에 대하여 물리탐사를 성공적으로 완료하여 유망구조를 도출하였다.
◦이에 따라 Woodside社는 2011년 1월부터 약 3개월간 동해 제8광구(포항 앞바다 북동쪽 약 90 km 지점)에서 반잠수식 시추선을 고정시켜 시추 1공에 대하여 탐사시추를 실시하고자한다. |

The competition for oil resources between countries is becoming like a war, and the importance of oil resources is increasing to such an extent that it may be said that a country’s economic competitiveness depends on its ability to secure petroleum resources.
South Korea, which ranks fifth in oil imports and seventh in oil consumption worldwide, depends almost exclusively on imported oil. As the acquisition and the development of domestic oil resources are directly linked to national security, the exploration of continental shelves within Korea’s national waters is of vital importance in the achievement of national energy self-sufficiency.
During its session held in February 2010, in accordance with “The Basic Plan for Offshore Mineral Resources Development (February 2009),” the Offshore Mineral Resources Development Committee pointed out the lack of adequate attention on and investment in the development of national offshore mineral resources when compared to the development of foreign mineral resources. The committee emphasized the need for finding additional gas and oil fields in order to improve the nation’s hydrocarbon self-sufficiency rate.
Donghae-1 Gas Field was discovered 60km southeast of Ulsan in July 1998, with an estimated reserve of 2500 billion cubic feet of high-quality gas, twenty years after oil exploration began in continental shelves under Korean waters, thus achieving the first step towards becoming an oil-producing country.
Recent oil explorations in Korean territory include the exploratory drilling in South Sea Mining Zone 6-2 by the Korea National Oil Company. Also, the KNOC and the Australian firm Woodside Petroleum Ltd., which obtained a joint mining concession from the Ministry of Knowledge Economy, successfully completed the geophysical exploration of East Sea Mining Zone 8 and the northern part of East Sea Mining Zone 6-1, thereby identifying likely formations.
Therefore, Woodside Petroleum intends to anchor a semi-submersible drilling vessel at East Sea Mining Zone 8, approximately 90km northeast of Pohang, to conduct an exploratory drilling in a single shaft. |
