British Columbia, Canada is known for its high quality educational institutions, and as a result of this attracts many international students from around the world. To ensure those students are all receiving the best education possible the Government of British Columbia established the Education Quality Assurance (EQA) seal. 

 

EQA was the first education seal of quality in Canada. It is used around the world to promote the high quality, reputable post-secondary institutions that are in British Columbia. When students choose an institution with the EQA seal, they are assured that it has met or exceeded government quality assurance standards and that the institution offers consumer protection.

 

2. EQA제도가 적용된 고등교육기관의 특징은 무엇입니까? 

EQA 제도 조건을 갖추기 위해서 학교가 갖추어야 할 자격은 무엇입니까?

 

An institution may be eligible for the EQA designation if it is a British Columbia post-secondary institution that satisfies the following criteria:

 

• Every program offered by an institution meets the recognized quality assurance standards applicable to the type of programming offered, as determined by the Ministry; and

• It is in good standing with both the Ministry and those bodies prescribed by the Ministry or legislation as responsible for managing the accepted quality assurance standards. 

 

In addition to these eligibility requirements, the Ministry will determine whether an institution is suitable to hold the EQA designation.  

 

3. 브리티시 컬럼비아 주 이외의 주에서도 EQA제도가 적용됩니까? 다른 나라 교육기관에서도 이러한 교육인증제도를 활성화하고 있습니까?

 

Only British Columbia post-secondary institutions are eligible for EQA designation. This means an institution must be a legal entity operating in British Columbia. The institution must provide and deliver an educational program in the province.

International education is a key priority of the Government of British Columbia.  In 2010/11, there were 100,700 international students studying at all levels of education in British Columbia, an increase of seven per cent from 2009/10. In 2010/11, Korea was the second largest source country for international students in the province. The majority of these Korean students are studying in private language schools.

 

In May, 2012, we announced our International Education Strategy, which promotes the two-way global flow of students, educators and ideas between countries. Korea is a priority market under the Strategy. 

Under our Strategy, we also hired a dedicated Education Marketing Manager for our Trade and Investment Office in Seoul to support the efforts of our institutions and to build relationships with the education sector in Korea. 

 

Korea is consistently one of British Columbia’s top source countries of international students. Through initiatives in our Strategy, we plan to continue to build on this historical relationship and continue to encourage more British Columbia students to study and work abroad in Korea. 

 

5. 현재 한국 내에서는 외국으로 유학을 가는 유학생들이 점차 줄어들고 있는 상황입니다. 굳이 한국에서 홍보를 하는 이유는 무엇입니까?

 

In British Columbia, the majority of students from Korea are studying in private language schools that are members of Languages Canada. Private language schools can be eligible to apply for the EQA seal, based on satisfying the EQA eligibility requirements, which include Ministry-recognized quality assurance standards. 

 

The second and third most popular sectors for students from Korea are the Kindergarten – Grade 12 and post-secondary education sectors. Post-secondary institutions in British Columbia can be eligible to apply for the EQA seal based on satisfying the EQA eligibility requirements, which include Ministry-recognized quality assurance standards. 

 

The EQA seal does not apply to K-12 schools. 

 

6. 추후, 브리티시 컬럼비아에서 유학생 교육산업에 어떠한 계획을 가지고 있는가?

 

In May, 2012, we announced our International Education Strategy, which promotes the two-way global flow of students, educators and ideas between countries. Korea is a key target market under the Strategy. 

 

Korea is consistently one of British Columbia’s top source countries of international students and we plan to continue to build on this historical relationship. Under our Strategy, we also want more British Columbia students to study and work abroad in Korea. 

 

In British Columbia, we have seen positive growth in the number of Korean students in the post-secondary sector, as well as the private language sector. We hope to continue to welcome increased numbers of students from Korea in years to come.  

 

7. EQA제도를 적용하고 있는 교육기관에 입학하기 위해서 학생들의 입학요건이 따로 있습니까?

 

Under the Strategy, the Province provided $5 million in funding for Mitacs and the Irving K. Barber BC Scholarship Society to give more British Columbia students the chance to study and work abroad in countries such as Korea, and to bring more international students to British Columbia.  

 

We have hired seven dedicated Education Marketing Managers in our overseas trade and investment offices in Tokyo, Seoul, Beijing, Shanghai, Guangzhou, Mumbai and Bangalore. These Education Marketing Managers will help advance our international education interests in our key markets, including increasing international awareness of British Columbia as a high quality education destination.   

 

In December 2012, we launched a refreshed LearnLiveBC website (http://www.learnlivebc.ca/) offering students around the world a portal to British Columbia’s quality post-secondary institutions, helping them pick the right program in the right school for their education and career goals. The site is available in multiple languages, including Korean.  

 

To ensure high quality education remains one of British Columbia’s competitive advantages, the Province will continue to strengthen quality assurance, which serves as the foundation of the post-secondary education system.

EQA 제도 조건을 갖추기 위해서 학교가 갖추어야 할 자격은 무엇입니까?

 

다음의 기준에 부합하는 브리티시 컬럼비아 주의 고동교육 기관이라면, EQA 지정을 받을 자격이 있습니다. 

 

• 정부에서 결정한 바에 따라, 기관에서 제공하는 모든 프로그램이 제공된 프로그램의 유형에 해당하는 공인 품질 보증 표준에 부합한다. 

• 정부나 법률에 의해 공인 품질 보증 표준을 관리할 책임이 있는 것으로 규정된 그러한 정부 부서나 기구들과 우호적인 관계에 있다.    

 

3. 이러한 자격 요건 이외에 정부 부서에서 기관에게 EQA를 지정하는 것이 적합한지 결정할 것입니다. 브리티시 컬럼비아 주 이외의 주에서도 EQA제도가 적용됩니까? 다른 나라 교육기관에서도 이러한 교육인증제도를 활성화하고 있습니까?

 

브리티시 컬럼비아 주의 고등교육 기관들만이 EQA 지정을 받을 자격이 있습니다. 이는 기관이 반드시 브리티시 컬럼비아 주에서 운영되는 법적 주체여야 함을 의미합니다. 기관은 반드시 주 안에서 교육 프로그램을 제공하고 수행해야 합니다.

5. 현재 한국 내에서는 외국으로 유학을 가는 유학생들이 점차 줄어들고 있는 상황입니다. 굳이 한국에서 홍보를 하는 이유는 무엇입니까?

 

브리티시 컬럼비아 주에 유학 온 한국 학생들의 대부분은 랭귀지스 캐나다 (Languases Canada)의 회원인 사설 어학원에서 학습을 하고 있습니다. 사설 어학원은 정부의 공인 품질 보증 표준을 포함해 EQA 자격 요건에 부합한다면 EQA 인증을 신청할 자격이 있을 수 있습니다. 

 

한국 유학생들에게 두 번째와 세 번째로 인기있는 부문은 유치원- 12학년과 고등교육 부문입니다. 브리티시 컬럼비아 주의 고등교육 기관들은 정부의 공인 품질 보증 표준을 포함해 EQA 자격 요건에 부합한다면 EQA 인증을 신청할 자격이 있을 수 있습니다. 

 

K-12 학교는 EQA 인증 제도에 해당되지 않습니다.

 

6. 추후, 브리티시 컬럼비아에서 유학생 교육산업에 어떠한 계획을 가지고 있는가?

 

2012년 5월, 저희는 학생과 교육자, 아이디어를 국가들 상호 간에 활발하게 교류하고자 국제 교육 전략을 발표했습니다. 한국은 이 전략에 포함된 우선 대상국입니다. 

 

한국은 브리티시 컬럼비아 주로 많은 수의 학생들이 지속적으로 유학을 오고 있는 국가 가운데 하나입니다. 저희는 이러한 역사적 관계를 지속적으로 구축해 나갈 계획입니다. 또한 저희의 전략에 따라 보다 많은 브리티시 컬럼비아 주의 학생들이 한국에서 학업과 취업을 할 수 있기를 바랍니다. 

 

브리티시 컬럼비아 주에서 저희는 사설 어학 부문뿐 아니라 고등고육 부문에서도 한국 유학생들의 수가 플러스 성장을 하고 있는 것을 보았습니다. 저희는 앞으로도 보다 많은 수의 한국 유학생들을 맞이하게 되길 바랍니다.  

 

7. EQA제도를 적용하고 있는 교육기관에 입학하기 위해서 학생들의 입학요건이 따로 있습니까?

 

주 정부는 전략에 따라, 브리티시 컬럼비아 주의 학생들이 한국과 같은 나라들에서 공부와 취업을 할 수 있는 기회를 제공하고, 보다 많은 외국 학생들을 브리티시 컬럼비아 주로 유치하고자 얼빙 K. 바버(Irving K. Barber) BC 장학금과 Mitacs를 위한 기금으로 5백만 달러를 지원했습니다. 

 

저희는 도쿄, 서울, 베이징, 상하이, 광쩌우, 뭄바이, 방갈로르에 주재한 해외 무역 투자 사무소에 7명의 교육 마케팅 매니저를 지명, 고용했습니다. 이 교육 마케팅 매니저들은 높은 수준의 교육 도시라는 브리티시 컬럼비아 주에 대한 국제적 인식을 고양시키는 것을 포함해 주요 시장에 우리의 국제적인 교육 이점을 제시하는데 도움이 될 것입니다.  

 

2012년 12월, 저희는 전 세계 학생들에게 브리티시 컬럼비아 주의 수준 높은 고등교육 기관들을 소개하고, 자신들의 교육 및 경력 목표에 적합한 학교와 프로그램을 선택하는데 도움이 되도록 LearnLiveBC 웹사이트 (http://www.learnlivebc.ca/)를 공개했습니다. 사이트는 한국어를 포함해 여러 언어로 이용 가능합니다.
