조선시대 불굴의 의지로 독도를 지킨 안용복 선생의 업적을 기리는 기념관이 문을 열었다.
경상북도는 지난 8일 최수일 울릉군수를 비롯한 기관단체장 및 지역주민 200여명이 참석한 가운데 안용복기념관 개관식을 가졌다.
울릉군 북면 천부4리에 들어선 기념관은 경북도와 울릉군이 사업비 150억원을 들여 2010년 7월부터 공사를 시작해 3년여 만에 완공했다.
기념관은 2만7천129여㎡의 터에 지상 2층, 지하 1층 규모로 전시실과 강당, 4D영상관, 정보검색기, 포토존 등 시설을 갖추고 있다.
특히 2층 전시실에는 안 선생의 활동을 담은 ‘숙종실록’과 울릉도와 독도가 조선 땅임을 밝힌 일본 쪽 자료 ‘원록구병자년 조선주착안일권지각서’ 등이 전시돼 있다.
또 전시실 밖에는 안 선생의 진취적 기상을 표현한 상징조형물이 세워져 있고 선생의 넋을 기리는 사당도 마련돼 있다.
3층 옥상에는 맑은 날 육안을 통해 독도를 바라볼 수 있는 지점에 전망대를 마련, 망원경을 통해 독도와 인근해안 지역을 바라볼 수 있도록 했다.
김관용 경북도지사는 “울릉도와 독도를 지켜낸 안용복 선생의 진취적인 기상을 후세대가 기억하고 또한 세계로 전파하기 위해 기념관을 세웠다”면서 “기념관이 역사와 교육의 장소로 활용되고 지역의 관광명소가 됐으면 한다”고 말했다.
한편, 안 선생은 17세기말(조선 숙종) 일본 어부들이 울릉도에 와서 고기잡이를 하고 나무를 베어가자, 민간인 신분으로 2차례나 일본으로 건너가 에도 막부로부터 ‘울릉도와 독도에 대한 영유권과 어업권이 조선에 있다’라는 문서를 받아낸 인물이다. 경북도, 아프리카에 새마을운동 확산 거점 마련
에티오피아 대통령, 김관용 지사 초청해 새마을운동 지원 요청
새마을운동의 종주도인 경상북도가 아프리카 에티오피아에 거점을 마련하고 새마을운동의 본격적인 확산에 나섰다.
김관용 경상북도지사는 기르마 월데 기오르기스 대통령 초청으로 지난 23일부터 3일간 일정으로 에티오피아를 방문했다.
김 도지사는 대통령궁에서 정부 각부 장관과 주요 교민들이 참석한 가운데 대통령과 오찬 회동을 갖고 새마을운동의 확산을 위한 심도 깊은 논의를 했다.
오찬장에서 기르마 월데 기오르기스 대통령은 1950년 한국전쟁에 참가했던 혈맹의 나라를 잊지 않고 찾아와준 것에 진심으로 감사의 뜻을 전했다.
또 “경북의 새마을운동은 주민들이 스스로 자립할 수 있도록 그 기반을 닦는데 그 주안점을 둘 뿐만 아니라 주민들이 ‘우리도 할 수 있다’는 자신감을 갖도록 한다”며 “앞으로 에티오피아 정부는 경북의 새마을운동을 전국 농촌 지역으로 확산될 수 있는 국민운동으로 승화시켜 나갈 것”이라며 경북도의 협조를 요청했다.
아울러 김 도지사는 에티오피아에 새마을운동 전수를 통한 양국 간 교류 협력에 기여한 공로를 인정받아 에티오피아 정부 훈장을 받았다.
이어 수피아 아흐메드 재정발전부 장관과 새마을운동 협력에 관한 양해각서를 체결했다.
양해각서에는 향후 동아프리카지역 새마을 현장교육을 담당할 새마을연수센터 구축, 새마을리더 봉사단 파견 및 시범마을 조성 관련 협력 사항 등의 구체적인 내용을 담고 있다.
한편, 경북도는 지난 2010년 한도데, 데베소 마을을 시작으로 2011년 아둘랄라 마을, 2012년 마이멕덴, 아디스알름 마을 등 에티오피아 5개 마을에 새마을시범마을을 조성하고 있다.
마을당 연간 1억5천만의 예산지원과 함께 80여명의 새마을 봉사단을 파견해 새마을조직 구성과 지도자 양성, 유치원 및 도서관 운영, 생활개선사업, 저수지 보강, 마을안길 조성, 가축 및 특용작물 재배, 재봉기술 보급 등 마을 실정에 맞는 다양한 사업들을 추진하고 있다.

The memorial center that commemorates works of Yongbok Ahn, who bravely protected Dok-do during the Chosun Dynasty, has begun its services.
Official opening ceremony of the memorial center was held in Kyungsangbuk-do on the 8th in the presence of the County Governor, Sooil Choi, and head of the organization, along with approximately 200 local residents.
Construction of the memorial center located in Chunbu4-ri, Buk-myun in Ulleung-gun has finally came to completion in 3 years. Ulleung-gun began the construction in July 2010 with the cost of 1.5 billion won.
Memorial center, a 2-story building (with a base floor) standing in the land with size of 27,129㎡, is designed with exhibition room, auditorium, 4D theatre, information searching machine, photo zone, etc.
Especially, the information displayed in the exhibition room on the 2nd floor includes ‘Chronicles of King Sookjong,’ a historical document describing patriotic activities of Mr.Ahn, and ‘Kenrokgu Byeongjanyeon Joseonjuchak Ilgwon Jigakseo’ that reveals the official proof from former Japanese government admitting Ulleung-do and Dok-do are the territories of Korea.
There is a symbolic sculpture erected outside the exhibition room expressing the courageous spirit of Mr.Ahn with a shrine that honors the spirit.
Going up to the rooftop on the 3rd floor, you will find an observation deck on which visitors can see Dok-do and nearby coastal area with naked eyes on a clear day.
The governor of Kyungsangbuk-do, Kwanyong Kim said, “we built this memorial center to remember the courageous spirit of Yongbok Ahn and advertise the spirit all over the world” and then added, “I hope the place can serve as a excellent historical center that will be used for people’s education and become a famous regional sightseeing place in the future.”
Mr.Ahn is the person who came over to Japan twice as a civilian and acquired the Shogun’s document stating ‘Dominium and fishing right in the areas of Ulleung-do and Dok-do belong to Chosun’ in the late 17th century (under Chosun Sookjong’s regime) when Japanese fishermen were fishing and cutting trees from the Ulleung areas violating the sea border. Ethiopian President Invites Governor Kim Kwan-Yong to Request for Assistance regarding the New Community Movement
Gyeongsangbuk-do, the primate city of the New Community Movement, established a base in Ethiopia for a full-scale promotion of the New Community Movement.
Girma Wolde-Giorgis, the president of Ethiopia, invited Gyeongsangbuk-do’s governor Kim Kwan-Yong to visit Ethiopia for three days starting on the 23rd.
Governor Kim had a luncheon meeting and an in-depth discussion regarding the spread of the New Community Movement at the Ethiopian presidential palace. Government ministers and some key Korean residents were in attendance.
At the luncheon, President Girma Wolde-Giorgis thanked Korea for visiting and remembering the alliance between the two countries during the Korean War in 1950.
Also the president added, “Gyeongsangbuk-do’s New Community Movement not only focuses on building the foundation for the residents to become independent, but also develops a sense of we-can-do-it confidence for the residents. The Ethiopian government will be spreading Gyeongsangbuk-do’s New Community Movement over the agricultural areas in the county and developing it into a national movement.” Then the president went on to request Gyeongsangbuk-do’s cooperation.
In addition, Governor Kim received a medal from the Ethiopian government in recognition of his contribution to the exchanges between the two countries through the promotion of the New Community Movement in Ethiopia.
Then they signed the memorandum of understanding (MOU) with Sufian Ahmed, the Minister of the Ethiopian Ministry of Finance and Economic Development, regarding their cooperation for the New Community Movement.
The MOU includes information related to the foundation of the New Community Training Center that will be in charge of the New Community field education in East Africa, the dispatch of the New Community Leader Volunteering Team, and the construction of the model village.
On the other hand, Gyeongsangbuk-do has created five New Community model villages starting with Handode and Debeso in 2010, Adulala in 2011, and 마이덱멘 and Addis Alem in 2012.
Each village receives a budget support of 150 million Won every year and dispatches 80 New Community volunteer workers to carry forward various businesses like New Community organization, leader training, kindergarten and library management, life improvement projects, reservoir reinforcement, Roads within villages creation, livestock and special crops cultivation, dissemination of sewing techniques, etc.
